pertaining to missions bound for the CONUS. Recommended Action

	f. Title: Selection of C-130 Flight Crews with AE 
Experience.
 
		(1) Observation: C-130 units selected to support the 
CONUS redistribution effort did not have experience with the AE 
mission.
 
		(2) Discussion: The Air Force units chosen to provide 
the aircraft and flight crews (143 TAG and 731 TAG) had never 
been involved with AE missions since there are no Guard or 
Reserve AE units in their areas. Further, the unit selected to 
support the Norton hub was the Coast Guard unit stationed at 
McCellan AFB. While they constantly perform "life saving" 
missions, these missions are different than a normal AE mission. 
The selection of units not familiar with our mission required 
extra preparation that would not normally have been necessary. 
The Air Force units had never moved a live patient before.
 
		(3) Recommended Action: a. HQ MAC/SGX coordinate 
closely with NGB/SG, HQ AFRES/SG and 375 MAW/AK staff members to 
select the most appropriate units to accomplish the AE mission. 
recommended Action Office: HQ MAC/SGX. b. Consideration must 
be given to arranging "live" AE missions for C-130 Units on a 
consistent basis. Recommended Action Office: HQ MAC/SGO.
 
	g. Title: Return of AE Strategic Crews. 
 
		(1) Observation: Guidance was received in I{Q MAC 
message 041957ZFeb91 and 22AF message 182100ZJan91 concerning who 
the CONUS AECC and AECEs were to contact to arrange the return of 
AE crews. 
 
		(2) Discussion: The I{Q MAC message directed that 
requests for movement of crews back to EUCOM and from one east
coast hub to another should be made through the 2lAF/SG. The
22AF message directed that requests for movement of crews west 
bound go through 22AF CAT/DOD and requests for movement east 
bound go through the 22AF Stage Manager at Dover AFB. In order to
simplify the system, 21 AF/SG and the CONUS AECC worked out an 
arrangement whereby all requests would go through them and 21 
AF/SG would contact 22AF representatives if needed. 
 
		(3) Recommended Action: One office should be 
identified to handle all AE crew movement within the CONUS and 
back to EUCOM. Recommended Action Office: HQ MAC/SGX. 
 
	h. Title: Movement of Excess Patient Baggage.
