A single computer system must be developed that will handle massive amounts of casualty and operational data. It must be global and deployable and must be a DoD wide system. Recommended Action Office: HQ MAC/SGAM. d. Title: Selection of Airfields for the CONUS Hub/Spoke System. (1) Observation: The CONUS AECC received numerous inquiries and complaints concerning our selection of airfields to be utilized in the hub/spoke system. (2) Discussion: After the hub/spoke facilities were identified to us by HQ MAC/SGX, we worked with the 375 MAC/DOO to determine which airfields would be best utilized taking into account the location of medical facilities to be served as well as operational constraints. Once the airfields were determined the information was provided to the user services. We received numerous inquiries as to why we chose one airfield over another and complaints from certain facilities that they should not be required to drive to pick up their incoming casualties. We explained that we could change the destination airfield if a particular patient load would be better served out of a different airfield. (3) Recommended Action: Rather than publishing a list with only one airfield listed, our listing should include several possible airfields that are dependent upon patient requirements. Recommended Action Office: 375 MAW/AK. e. Title: Contents and Receipt of CHARLIE Messages from EUCOM. (1) Observation: IAW TAECC message 141458ZFeb91, the CONUS AECC would be informed by the TAECC that a mission had departed for the CONUS after the TAECC received an info copy of a CHARLIE message from the appropriate regional AECC. (2) Discussion: The normal CHARLIE message does not contain the destinations of the casualties nor the number of casualties per destination in its format. This data is needed to do timely mission planning. Further, it would save the TAECC time if the CONUS AECC was added as an info addressee to the regional AECCs CHARLIE messages pertaining to missions bound for the CONUS. That way the CONUS AECC would know when the mission is scheduled to arrive at one of our hubs. (3) Recommended Action: a. Add patient numbers by destination and litter/ambulatory categories to the "Remarks" section of CHARLIE messages for missions bound for the CONUS.
