Title: CONUS AE Levy Flow. (1) Observation: Initially a levy flow for CONUS AE assets was not provided. (2) Discussion: During the initial deployment of CONUS AE assets to the hubs, HQ MAC was reluctant to provide a levy flow. 375 MAW/LOX insisted upon having one to properly deploy our assets. After some discussion a levy flow was provided. (3) Recommended Action: HQ MAC/SGX should provide a levy flow for all deploying AE assets during a contingency, not just for assets deploying overseas. Recommended Action Office: HQ MAC/SGX. c. Title: Receipt of Accurate and Timely Patient Manifests and Operational Data from EUCOM. (1) Observation: The CONUS AECC did not receive accurate patient manifest and operational data from EUCOM in a timely manner. A definitive method for receipt of the required data has not been established. (2) Discussion: We continued to have a severe problem getting timely manifest and operational data for incoming missions from EUCOM. Many times the manifest was not received until 4 hours prior to the mission landing at the Andrews hub. This did not allow us to plan continuation missions efficiently. Further, on one mission, all the patients were annotated as destined for Malcolm Grow Medical Center indicating the EUCOM AECC allowed the mission to depart prior to receipt of the final destinations from ASMRO. Numerous discussions were held to determine how manifest and other operational data would flow from EUCOM to CONUS and within the CONUS hub system. A hodgepodge of systems were to be used to include Fax, DMRIS, GDSS, APES, and PRAMS. (3) Recommended Action: a. EUCOM AECCs and AECEs must strive to supply timely and accurate manifest and operational data to the CONUS AECC before the mission departs. Recommended Action Office: 435 TAW/AE. b. Establish a personnel exchange program from EUCOM AECC/AECEs to the PAC and vice versa for training purposes to enlighten each on the respective scope of operations.
