             SUMMARY OF ACTION (List references, describe briefly backgroundanddiscussion, describe action being taken, basis forclassification if

            1.          Memorandum is forwarding authorization to U.S. Army Medical
            Research and Development Command to initiate immediate procurement
            of                          nthrax vaccine in FY90 and procurement of
            doses of botulinum toxoid in latter part of FY91. Both contracts
            should provide options to procure an additional
            vaccine for each product in FY91.

            2.   @ if authorization is provided to vaccinate the entire force
            in the AOR, then a total of                                      anthrax vaccine and about
                               botulinum toxoid will be procured.

            3.            In the interim, action as in para 1 on anthrax vaccine
            will be taken to ensure the industrial base is maintained, and that
            surge efforts are maximized for anthrax vaccine production. There
            is no slow down in effort.

            4.   @ The                                          procurement is justified because
            it is part of the normal peacetime procurement plan if Operation
esert Shield had not occurred.

            5. (U) Recommend forwarding of the memorandum.
