             SUMMARY Of ACTION (List references, describe briefly backgroundand discussion, describe action being taken, basis forclassification if
           l.'ny,W4c'RgiWo'@tho;'dum is forwarding authorization to U.S. Army Medical
           Research and Development Command to initiate immediate procurement
                                       anthrax vaccine in FY90 and procurement of
           doses of botulinum toxoid in latter part of FY91. Both contracts
           should provide options to procure additional doses of vaccine for
           each product in FY91.

           2.    @ If the decision is made to vaccinate the total U.S. force
           in the AOR, the Biological Warfare Defense Ad Hoc Committee
           recommended that a total of
           batulinum toxoid be procured in addition to the FY88 anthrax
           vaccine and FY89 botulinum toxoid procurements.

           3.             In the interim, action as in para 1 on anthrax vaccine
           will be taken to ensure the industrial base is maintained, and that
           surge efforts are maximized for anthrax vaccine production. There
           is no slow down in effort.
           4.   @ The ?I                                                           otulinum vaccine
           procurement is justified because it is part of the normal peacetime
peration Desert Shield had not occurred.
