         Joint Biological Warfare Defense
         Committee (JBWDC) Tank Brief, 30 Oct 91

                                                             31 Oct 91



         1. Purpose: To inform TSG about the JBWDC tank briefing.

         2. Facts:

              (1) MG Del Rosso briefed the Tank 30 Oct 91.

              (2) The vaccination recommendation briefed was inconsistent
         with the medical input.

              (3) Attached is an information paper on the medical inputs
         and a brief history of vaccination recommendations to the JBWDC.

              (4) The Service operational Deputies (OPSDEPS):

                   (a) Did not endorse the briefing go to the Joint four
         star level.

                   (b) Stated the DOD BW Defense Plan should highlight the
         advantages of the status quo and not exceed current funding.

              (5) LTG Peay is expected to discuss with Gen Sullivan how to
         proceed in that the OPSDEPS guidance appears to be inconsistent
         with the DOD tasking (Encl 4).

         3. Recommended Action: If asked by CSA, be prepared to support,
         as a minimum, the peacetime vaccination of the force at risk.
