19. Since this site visit was completed, I have been informed
that Bill Witt has completed the justification for the cages.
Dan Brand suggested that the preclinical testing of Shigella and
dengue vaccines will not need a new Memorandum of Need. Mrs.
Shea, HQ, USAMRDC questions whether or'not this is correct and I
definately want to have either an MON or some other document in
place before money for these tasks is transferred to NCTR.
Although it can be argued that costs for the preclinical testing
will be difficult to estimate on the first trial, it is still
important that DoD and NCTR reach a written agreement concerning
the anticipated scope of work and costs prior to the transfer of
funds or the initiation of work.
