                reps, 3 Jan 91, subject: BW Laboratory Capability for the AOR.

                2. (U) Memo is forwarded to and providing support for MG Del Rosso,
                Dir of Space and Special Weapons, stating nonconcurrence in subject
                and listing rationale. MG Del ROSSO is DCSOPS lead for BW issues.

                3.   @ On 4 Jan 91, MG Del Rosso briefed Dr. Richardson, OSD (Atoraic
                Energy), on the results of ref meeting. Meeting of the services
                medical reps concluded-that it is neither feasible nor operationally
                acceptable to place comprehensive CONUS laboratory capabilities in
                the AOR to provide irrefutable confirmation of a BW attack for
                reasons listed in attached memo. A system is already in place for
                providing irrefutable confirmation of a BW attack in the AOR. The
    services reps did agree that additional BW lab capabilities should be
                placed in the AOR.

                4. (U) Dr. Richardson disagreed with MG Del Rosso and demanded that
                internationally accepted standard test methods be placed in the AOR
                to support National Command Authority decisions. MG Del Rosso could
                not agree and requested further discussions on issue. MG Del Rosso
                requested General and Flag Officers from the services meet with him
                on 7 Jan 91, 1400 hrs, to discuss course of action.

                5. (U) Recommend memo be immediately signed and forwarded to MG Del
                Rosso,--'
