           MEMORANDUM FOR SECRETARY OF THE ARMY
                           SECRETARY OF THE NAVY

           SUBJECT: Confirmation Of Attack with Biological Weapons (U)



           Command Authorities will need rapid  and irrefutable confirmation
           of any use of BW in the CENTCOM area of responsibility (AOR).

                     Please establish in the AOR by January 15, 1991, two
           laboratories, each with the capability to verify, by
           internationally accepted standard test methods, the presence of
           potential BW agents. These laboratories must be capable of
           analyzing samples received from various sources th
           suspected of containing the following BW agents: (-anthrax@
