                      the @aring of respirators.      The psychological effect of biological attack on
                      the individual and on units must be considered in a full NBC context.

                      1108.   Individual protective equipment, particularly the respirator, provides
                      effective protection against biological attack, and IPE, if used correctly,
                      will not only protect troops against biological attack, but will increase
                      confidence in the face of such actack.

                      1109.   many positive defensive measures can be taken prior to BW attack.          Food
                      chains and water sources should be protected.       The control of rodents and
                      insects should be a hygiene priority. Biological decection equipment and
                      decontamination equipment, while not available at presence should be made
                      available as soon as ic is developed. Soldiers well trained in all these
                      aspects of biological defence will meet this threac as they meet any other.

                      1110.   If procedures for che handling of biological casualties are tried and
                      tested by the Medical Services prior co the attack, and if there is a
                      stockpiled stzitahle drues such as ancibioc;ci, the Mtd,---zl Services will
                      also respond effectively to the impact of biological agents.

                      1111. The psychological effect of biological attack on the soldier could be
                      minimiseci by preparacion for such warfare; however the various defensive
                      measures and medical procedures must f4rst of all be developed.

                                                    THE CIVILIAN POPULATIONS

                      1112.   Most civilian populations do not have any form of protective equipment;
ices are not tasked to plan for biological
                      warfare casualties.

                      1113.   If biological weapons are used against an unprotected and unprepared
                      population then panic and chaos are highly likely.
                      1114.   I'n"rhis form of warfare, as with any ocher, it is illogical for any
                      government to accept a threat and yet confine defensive measures to the
                      military population. The civilian population should be made aware of the
                      possibility of biological attack with the introduction of rudimentary care
                      defensive measures.    The introduction of these measures would be the firsc
                      stage of a civil defence against biological attack..
