         MEMORANDUM FOR DEPUTY DIRECTOR FOR POLITICO-MILITARY AFFAIRS
                        DEPUTY ASSISTANT SECRETARY OF DEFENSE FOR
                          CONVENTIONAL FORCES AND ARMS CONTROL POLICY

         SUBJECT: Detection of Medical Defense Against Biological
                   Materials (Working Draft Papers)


         1. The second meeting of the U.S./U.K. Bilateral
         Biological/Chemical Defense Working Group (Medical-Technical) was
         convened in Skyline Plaza, Falls Church, VA, Room 640, 7 Jan 91.
         A list of participants is provided (Encl 1).

         2. The group was tasked with drafting two or more working papers
         on each of two subjects: medical defense against biological
         materials and detection of biological materials. The source of
         this tasking is a classified U.S./U.K. meeting convened in
         London, 21 Dec 90.

         3. Responsibility for final preparation, classification,
         clearance and distribution of the working papers transmitted with
         this memo lies with the Deputy Director for Politico-Military
         Affairs, OJCS and the Deputy Assistant Secretary of Defense for
         Conventional Forces and Arms Control Policy, OSD. Likewise,
         coordination of the bilateral (U.S./U.K.) release of these
         working papers (NLT 15 Jan 91) is vested with the same
         authorities.

         4. Four draft working papers are provided:

             (1) "Medical Counter Measures Against Biological Materials."
s paper is intended for unrestricted distribution by
         appropriate authorities (Encl 2).

             (2) "Medical Defense Against Biological materials." This
         paper contains considerably more details than the immediately
         above listed paper. It's distribution is intended to be
         restricted, i.e., SECRET (Encl 3).

             (3) "Biological Material Detection and Physical
         Countermeasures." This paper is intended for unrestricted
         distribution by appropriate authorities (Encl 4).
