safe water. These procedures are not effective against cercain viruses,
spores or toxins. It follows that food and water sources must therefore be
identified and protected from the onset of transition to war (TTW) so as to
minimise the possibility Of covert contamination. On the basis that TTW for
the enemy would have occurred before TTW for NATO, these measures must be
practiced in peacetime.
1014. Again it should be emphasized that the soldier, compared to civilians,
is well equipped with water purification tablets, and that military units
possess various systems for purification of large amounts of wacer for
consumption and hygiene purposes. Filtration should always be the first step
of water purification.
1015. In periods of military vigilance or alert and in time of war, water of
unknown origin should never be consumed without purification or boiling, and
it should be remembered that even aLer of known origin may be a threat
because of its suitability as a tarael for bioloeical sabotaee.
1016. Washing With soap and water is the simplest, most effective personal
hygiene measure for the control of communicable diseases. All persons
suspected of being contaminated by a biological cloud should immediately, if
possible, take appropriate measures to ensure that skin, hair, nails and
clothing are cleaned and kept free of disease-producing organisms.
1017. The control of insects and rodents is of increased imporcance after a
biological attack, since they may serve as a continuing source of infection.
Certain biological agents may be spread by arthropod vectors such as
veillance and both area and personal
concrol measures should be increased. It is the responsibility of each person
to apply standard individual protective and sanitary measures as appropriate.
CONCLUSION
1018. A biological attack may create great problems to the civilian as well
as the military systems of a population. Due Lo differences in education and
preparedness, the effects on the systems may differ, but the best way to
reduce the total effect is to have a total defence planning and preparedness,
built on military-civilian cooperation. Public health authorities must be
granted full powers within their area to insticute, coordinate and supervise
essential public health measures in order to minimize effects and secondary
spread of the biological agent.
