give a measure of protection against biological agents. However,
it should be kept in mind that even Standard uniform Clothing of
good quality affords a reasonable protection against biological
agent aerosols. It may be regarded as unrealistic at present to
provide individual protective clothing specifically against
biological agents. Such Clothing may, however, be reeded for
personnel performing special high-risk duties.
( 2 )Casualty bags made from charcoal-I ined, semi-permeable
material have also been made available for the protection of
casualties while in transit.
COLLECTIVE PROTECTIVE EQUIPMENT
40 3. For collective protection personnel must be housed inside a-hardened
shelter or under canvas with an efficient air filtration system. The
filtration SYSEem must prevent the biological agents as well as the chemical
and radioactive aerosols from entering the shelter. An airlock under positive
pressure Must ensure that no contamination will be brought into the shelter.
Casualties and contaminated personnel must be decontaminated prior to entering
the collective protection shelter (see Chapter 6). Failure to do so will
result in the build-up of infectious materials, especially if several
the same Lime. Many
buildings can be converted into temporary shelters if cracks are carefully
sealed and a filter system with a ventilating mechanism installed. Shelters
of a more improvised type are construcced on the basis of a diffusion material
containing glass, cellulose fibres and charcoal.
COMMENTS
404. The problems involved in developing protective equipment are
technically solvable but the logistical and financial difficulties in
providing satisfactory systems of protection of large numbers of individuals,
whether military or civilian, are overwhelming. It Must be emphasized that,
in order to have any value, protective measures must be initiated before an
attack and, for practical purposes, are meaningless without the existence of
an effective System for giving advance warning.
