       SUBJECT: Lightweight Chemical Overgarment

       o Army has recently completed chemical testing of new and worn
       modified British Mark IV Lightweight Overgarment.

       o Full program review (PM-CIE/TECOM/TRADOC/USAIS/Chemical School/
       Natick) to be held 26 Sep 90 at Infantry School (agenda attached).
       o British adoption of Mark IV based upon different wear concept
       and chemical protection test methods.

       o USMC procured $IOM Mark IV based upon intent to give soldier
       lighter weight chemical overgarment.

       o USMC is now testing Mark IV and other items at commercial
       contractor (new fabric test only).

       o PM-CIE/TECOM/Natick to review data with USMC 22-23 Sep 90.

       o TECON/PM-CIE/Natick position is to not adopt Mark IV.
       OTSG/TRADOC position to be known 26 Sep 90.

       a Data still being analyzed--data shown below is final
       pending results of 26 Sep 90 review.

       o Highly recommend Army not-announce position until after
       26 Sep 90 review and subsequent AMC/TRADOC/DA General Officer
       briefing.

       o At enclosure I is a brief summary of BDO vs Mark IV:

       o At enclosure 2 is agenda for 26 Sep 90 Program Review.
