         MEMORANDUM FOR RECORD

         SUBJECT: Briefing to Mr. Atwood, Deputy Secretary of Defense, on
         the Medical Biological Warfare Defense Program for operation Desert
         Shield (U)


         1. (U) On 6 Dec 90, per his request, Mr. Atwood was briefed on the
         Medical Biological Warfare Defense Program for Operation Desert
         Shield by MAJ Robert Eng, DASG-HCD (OTSG) (encl). Present at the
         briefing were COL Rick Erdtmann (SGPS-PSP, OTSG) and Mr. Keith
         Charles (Deputy Assistant Secretary for Plans and Programs, OASA
         [RDA]).

         2.  @ The program consists of the following initiatives against
         anthrax and botulinum toxin, two significant Iraqi biological
         warfare agent threats reported by the Armed Forces Medical
         Intelligence Center:

             a.  @ Procure anthrax and botulinum vaccines and immunize at
         risk American service members (SM) in the area of responsibility
         (AOR). Establish a   theater contingency stockpile of anthrax
         vaccine to treat SM  exposed to anthrax and who need to be
         vaccinated.

             b. T* Procure    Ciprofloxacin antibiotic and issue a five day
         supply to all SM in  the AOR. SM will take the Ciprofloxacin if
         exposed to anthrax.

             c. "4 Procure    botulinum antitoxin to treat SM who are exposed
         to botulinum toxin.

         3.  @ Total cost of the Medical Biological Warfare Defense
         Program for operation Desert Shield ($415M) was approved by
         Mr. Atwood. Itemized costs is at enclosure.
