            PBD Title: Vaccine Production Facility


            PBD s    Y: The PBD deletes FY95-97 MCA funding of $135 million
            for construction of a Vaccine Production Facility (VPF) pending
            completion of a study to examine alternatives for acquiring
            necessary vaccines.

            As requested in the Army's reclnm.%, the reduction of funds was
            taken against the revised project funding contained in the Army
            POM and SES, rather than the original 1992 PDM allocation. As a
            result, the FY95 reduction is $10 million, rather than $85
            million proposed in the coordinating PBD. In effect, this is a
            restoration of $75 million MCA in FY95.

            FY94 MCA funds of $15 million for design of the VPF, appropriated
            by Congress, will be withheld until the study is completed. This
            will require OSD to issue a revised PY94 funding document pulling
            bar.k the $15 million, since these funds had been previously
            released to the Army.
