           i. (U) A biological aaent or toxin attack against US or
        allied forces would be reason to consider retaliation with
        conventional, chemical or nuclear weauons.



        2. (U) US POLICY ON BIOLOGICAL AGENTS AND TOXINS

           a. (U) US offensive biological and toxin warfare (ETW)
        brogram ceased in 1969 by Presidential Directive.

           b. (U) Since 1969, national policy has been to maintain a
        murelv defensive nosture aaainst the threat of biological attack.
        @ur)iDo@t has been -minimal.

           C. (Ul US National Policv Guidance requires US forces to be
        prepared to survive and conduct sustained operations in an
        NBC-contaminated environment and to employ chemical aaent, riot
        control aaents, and herbicides when authorized.

           d. (U) US nolicv prohibits developing, producing,
        stockmilina, or oth@rwise acauirina or retaining (1) biological
        aaents and toxins of tvdes and quantities that have no
        r)@onhvlactic, Drotectiv6 or other Deaceful purpose and (2)
        weavons and means for delivering such acents and toxins for
        hos@ile nurposes or in armed conflict. @ee ammendix A for

           e. (U) US Proarams on biological aaents and toxins are
        confined to RDT&E for defensive Durmoses.

           f. (U) An enemv attack usina biolocical agents or toxins
        against US or allied forces would be responded to bv the National
        Command Authority with conventional, chemical or nuclear weapons.

        3. (U) RESPONSIBILITIES

           a. (U) It is the responsibility of the Department of Defense
        (DoD) to provide the means for implementing a viable biological
        defense program.

           b. (U) The Armv is the DoD executive agent for RDA of
        weapons and chemical and biological defense under the Provisions
RDT&E is divided int; two
        complementary efforts which include technical base research in
        which generic solutions are sought for phvsical and medical
        defense against chemical and biological agents and toxins.

                (1) the Army Materiel Command has responsibility for the
        development and testing of operational equipment and procedures
        for detection, alarms, decontamination, and personnel and
        collective protection, (i.e., physical defense).
