BIOLOGICAL DEFENSE CONCEPT
1. (U.) TERMS OF REFERENCE
.- a. (U.) Biotechnoloav and aenetic engineering have
significantly expanded ondortunities for the manufacture of new
and modified biological and toxin aaents which put US/allied
soldier survivability increasinalv at risk. At the same time, the
more classical agents such as ant@rax, botulism, StaTDhvlococcal
enterotoxin, Clostridium r)erfrinaens, Yesrsina T)estis,
Francisella tularensis, have been stockpiled and probably
weai)onized by a varietv of Dotential users. It is imperative that
exi@tina r)hvsical and medical biolocical defense research
program@ ieep pace with increased emphasis on fieldina products
to enahnce military personnel survivability.
b. (U) The basic US Military Strateav to support national
objectives is to deter war bv depending on forces organized,
manned, trained, and equipped to defeat aggression across the
entire spectrum of idotent@ial conflict including nuclear,
biological and chemical (NBC) attacks.
c. @ US forces now face a greater likelihood of exposure
not only to classsical bicloaical agents but to bioenaineered
ones.
d. (U) The Biological and toxins agent threat stems from the
proliferation of technology which greatly enhances variability
and rapid production of agents and therefore weapons for low -,
mid-, or high - intensity use bv the USSR, third world nations
and/or terrorists.
e. (U) National policv auidance requires US Forces be
prer)ared to survive, conduct sustained operations and win in an
NBC contaminated environment.
f. (U) Proarams must of necessity be oriented on detection,
protection, therapy and prohylaxes thereby improving soldier
survivability.
Programs mav also contribute to deterrence to the
extent they reduce an adversary's perceived potential
effectiveness of biological and toxin agents.
h. (U) To be effective in this deterrent role, biological
defense caidabilitv and programs must be of such magnitude to make
an adversary's biological and toxin attack objectives appear
ineffective and/or excessively costly.
