        SUBJECT: (U) Army Surgeon Generalls Biological Warfare (BW)
        Mitigation Plan

        1. (U) Purpose: Provide information on above subject:

        2.  @ Facts:

            a. The Army Surgeon General owns stocks of anthrax vaccine and
        botulinum toxoid (A-E) under his Contingency Biological Warfare
        Stockpile.

            b. Objective quantities under current contracts are 300K doses
        of each vaccine.
            c. There are               g?thrgk vaccine ready to deploy
        within 24 hrs notice with an ad   ional            o be ready by 25

        Authorization has been given to accelerate production and to
        establish plans for continued production. Maximum capacity is
        doses per week.

                  ready by Oct 90. Because there are tive strains of
        toxoid, production period is long. Additional manufacturers will
        be lined up.

            e. Additional vaccines are held in the CBWS (e.g., VEE, WEE,
        EEE). The Salk Institute holds many other potential BW vaccines
        (e.g., tularemia, chikungunya, etc) which fall into the CBWS in
        emergencies.

            f. One a BW agent use is suspected, the    is immediately
        notified to go into session to execute orders to vaccine target
        military populations and issue guidance on treatment.

            g. The      group is chaired by the Deputy Surgeon General.
        Committee members are Director, Health Care Operations; Director,
        Professional Services; and Commander, U.S. Army Medical Research
