          SUBJECT: Medical Chemical/Biological Defense Brief to
          Gen. (Ret.) Klugh, 18 Aug 90


          1. Purpose: Provide information on subject brief.

          2. Facts: I

              a. Gen (ret.) Klugh, Chairman of the Joint Chemical
          Coordination Committee and former ADCSLOG, was impressed with the
          Army Medical Department chemical/biological defense initiatives.
          He will be providing a positive report to the Vice. He pledged
          strong support for the medical efforts and will relay that
          recommendation to the Vice.

              b. Principals present were MG Russell, COL Dievendorf,
          COL Erdtmann, COL Kovach, COL Gray, COL Reardon, COL Bancroft,
          MAJ McIntosh, and MAJ Eng.

              C. Briefings were provided on endemic disease and biological
          warfare vaccines, decon kit, and chemical medical defense items
          (enclosure)'. Gen (ret.) Klugh was given a copy of FM 8-285
          (Treatment of Chemical Casualties), USAMRICD Technical Memorandum
          90-1 (Clinical Notes on Chemical Casualty Care), TC 8-12 (M51
          Shelter), Chem/Bio Sampling Procedures, listing of the Chemical
          Agent Patient Treatment Set and the Chemical Agent Patient Decon
          Set.

              d. Gen (ret.) Klugh was concerned about getting as far forward
          analytical capability for identification of biological warfare (BW)
          agents. Also, of concerned is the BW vaccination program. These
          issues were already scheduled to be addressed at the 20 Aug 90
          meeting of the Vaccination Committee.

              e. Critical issues to be addressed by the Joint Chemical
          Coordination Committee are the chemical detection capabilities,
 Chemical/Biological Defense.
