1. TAP/DG REFERENCE.
a. The Army Plan (Draft FY 1992-2007) - Section VII, Planning

b. (p 26). 'lb. (U) SUSTAINMENT - Sustainment includes logistics
support to the existing and programmed force. This includes supply,
troop support, war reserves, maintenance, transportation, energy
management, medical support, force protection, logistic quality of
life support, and installation logistics services. Also included is
support to other Services and allies."
b. DG (29 Mar 88, FY 1990 - 1994) - CHEMICAL WARFARE AND
BIOLOGICAL DEFENSE (P 92). "Provide the prophylaxes and antidotes
necessary to sustain operations under CBT conditions."
2. Narrative Description:
a. The MDEP provides medical chemical/biological (CB) defense
materiel for general purpose forces to survive the CB battlefield.
b. Examples of materiel included in this MDEP are chemical
antidotes and pretreatments, patient wraps, multichambered chemical
autoinjectors, vital signs monitor, contingency stocks of endemic
disease and biological warfare vaccines, chemical decontaminatable
litters, chemical agent patient treatment sets, and chemical patient
decontamination sets. No facilities are included in this MDEP.
C. This MDEP does not cover personnel nor contract workyears.
d. All the funding for this MDEP is OMA P-2 dollars which buys
the items in 2b.
3. Vaccination of the peacetime Army force with biological warfare
CB
does not have. It has only P-2 OMA funds. It is the objective of
HSCB to provide the standing Army Force the maximum BW protection
for readiness purposes. Recommend that OMA P-2 funds be permitted
to be used for peacetime vaccination of the standing Army Force.
4. MDEP HSCB supports Army general purpose forces worldwide. Its
priority is to free initial issue newly developed CB medical defense
items to Army units worldwide and to establish and maintain a BW and
endemic disease contingency vaccine stockpile.
