MEMORANDUM FOR ARMED SERVICES BIOMEDICAL RESEARCH EVALUATION AND
MANAGEMENT (ASBREM) COMMITTEE ATTN: CHAIRPERSON,
JOINT TECHNOLOGY COORDINATING GROUP (JTCG)-4
SUBJECT: Medical Biological Defense Research and Development
Plan
We request that you develop a comprehensive Medical
Biological Defense Research and Development Plan. The principal
thrust of your planning efforts should be focused on development
of more efficacious vaccines and other medical countermeasures
against high-priority threat agents. Your plan should address, at
a minimum, the following key areas:
o Mission statement, program goals, and intermediate
planning objectives for near, mid, and far-term threats.
o Administrative overview which identifies program
organization, programmatic requirements identified by Services
and the Joint Staff, and intramural and extramural participants
in the research and development effort.
o Science and Technology overview which discusses
validated threat agents identified by the Defense Intelligence
Agency and Armed Forces Medical Intelligence Center, and
describes how the existing science and technology program
addresses these agents.
o Advanced Development/DeTftonstration and Validation
overview which discusses the status of product development to
address biological threats, and highlights transition decisions,
milestones, and anticipated product availability.

outyear funding projections for each program element and project
(6.1 - 6.4) which supports the medical biological defense
program; in addition, a matrix should be provided which indicates
how these funds are applied toward specific threat agents.
o Analysis and critique of current investment strategy
which addresses adequacy of support for developing'
countermeasures to high-priority threats, and discusses current
and anticipated opportunities to leverage partnerships with
industry, academia and other government agencies.
o Discussion of management challenges to include
adequacy of current DoD infrastructure (facilities and personnel)
to support the medical biological defense program; and inter-
Departmental interactions with the Food and Drug Administration.
