                                    INFORMATION PAPER

         SUBJECT: Impact of President Bush's Press Conference on 8 Nov 90
         on Medical Chemical/Biological (CB) Defense Programs (U)

         1. (U) Purpose: Provide information on the medical impact of a
         force increase in the AOR.


         2.  @ Facts:

             a.  @ Initial estimate of the increase in service members to
         the AOR based on President Bush's announcement is about

             b. (U) Major impact on the medical CB Defense Program is an
         increase requirement on initial fielding of medical items and those
         that are standard. They are listed as follows:

                  (1) Convulsant Antidote Nerve Agent (CANA) - For
         prevention of convulsions caused by severe nerve agent exposure.
         Will have to procure additional CANA'S. Basis of issue is one per
         soldier, five per combat lifesaver, and five per aidman.

                  (2) Topical Skin Protectant (TSP) - To protect exposed
         bare skin against mustard agent injuries. MOPP uniform still
         required. Basis of issue is two tubes per soldier. Utilization
         rate is two tubes/day/soldier during high chemical threat periods.

                  (3) Decontaminatable litters - Are easier to decontaminate
         compared to the current canvas litters.

                  (4) Chemical Agent Patient Wraps - For safe evacuation of
         patients through a chemical environment to the next higher level of
         medical care.

                  (5) More vaccines will be needed for endemic diseases and
         threat agents.

                  (6) More immune globulin will be required to protect the
         soldiers from hepatitis A.
