         MEMORANDUM FOR COMMANDER, U.S. ARMY MEDICAL RESEARCH AND
                          DEVELOPMENT COMMAND, ATTN: SGRD-ZA, FORT DETRICK,
                          FREDERICK, MD 21701-5012

         SUBJECT: Procurement of Anthrax Vaccine and Botulinum Toxoid,
         Pentavalent (U)


         1. @ U.S. Army Medical Research and Development Command
         (USAMRDC) should initiate immediate procurement of
         anthrax vaccine for the Biological Warfare Contingency szockpile
         using FY90 funds already provided. Estimated cost of
               of anthrax vaccine is $2.4M. The contract should include an
        "ti=c)n to procure additional doses of vaccine.

         2. @ USAMPDC should also initiate procurement for a second batch
                          pentavalent botulinum toxoid for the Biological
         Warfare Contingency Stockpile. Award of the contract does not have
         to occur until latter part of FY91 because production of the first
         batch                  toxoid is already scheduled as stipulated by
         a contract awarded in FY89. Estimated cost of the second batch of
                           oxoid doses is $7.5M. Also, ensure that an
         option is provided in the contract to permit procurement of
         additional doses of pentavalent botulinum toxoid.

         3.       If the decision is made to vaccinate the total U.S. force
         in the AOR, the Biological Warfare Defense Ad Hoc Committee
         recommended that a total of 621@--'T&!" anthrax and
                    e
         botulinum toxoid be procured. Tnis is in addition to          6
         anthrax vaccine and FY89 botulinum toxoid procurements.
