                           (S) a. Discussion

             (S) A major source of frustration for all involved in NBC Defense was the
       inability to accurately forecast NBC Specialist manriing levels and deficiencies for
       Marine Corps units deploying to Southwest Asia.1

             (S) When Marine Corps units were alerted for deployment and gained awareness
       on the NBC chreat-posed by Iraq, NBC billets and NBC expertise became valuable and
       critical conunodities. In general, NBC Officers at all levels, throughout the Marine
       Corps, were placed in key staff planr-dng and advising -oles by commanders with
       genuine concern for NBC defense readiness.

             (S) There were approximately 100 P,=ary NBC Defense Officers (5702's) and
       870 NBC Enlisted Specialists (571 I's) serving on active duty when Iraq invaded
       Kuwait. 2 Of these specialists over 50% of the 5702's and 571 I's are estimated to have
       been assigned to I MEF and 4th Marine Expeditionary Brigade (MEB) forces in the
       Kuwait Theater of Operations (KTO). For initial deployment of I MEF, vacant and
       newly assigned NBC billets were filled through augme.'Itation, and Temporary
       Additional Duty (TAD) assignment from CONUS units. The general goal established for
       manxiing units was to insure, at a n-dnimurr4 that aU key maneuver elements in SWA
       were staffed down at the battalion level with Primary NBC Defense Officers. 3 NBC
       billet reassignxnents, augmentations, and TAD assignxnents made manpower
       management, forecasting, and control of NBC personnel assignxnents at all levels
       difficult at best.


             (S) The inability to forecast was clearly demonstrated by 4th MEB's preparation
       for operations in the Persian Gulf. FMFLANT and II MEF established a Wgh priority on
       insuring 4th MEB was well staffed and equipped to conduct NBC Operations in the
