      needs such as;. POM-94, OSD inquiries, and development of the Marine Co,-Ps
      Technology Plan.

             (U) C. Methodology

             (U) Key NBC defense issue areas were identified and a collection matrix was
      developed. The collection matrix, Appendix D-2, was used to focus collection efforts to
      insure a systematic approach to insure coverage of specific NBC assessment areas:
      doctrine; training; organization; equipment; readiness; individual protection; warning
      and reporting; recon, detection, and identification of agents; decontan-Lination; collective
      protection; and medical support, across a broad range of NBC defense missions. Data
      was primarily collected through taped interviews, NBC defense surveys, and collection
      of message traffic, SOP's and operations orders.

             (U) Interviews were conducted with focus on collection plan assessment areas.
      Interviews were ar-rang@d to cover a majority of the "key" NBC Specialists and related
      personnel throughout the First Marine Expeditionary Force (I MEF) Headquarters, First
      and Second Marine Divisions (I st and 2d MARDIV), the Third Marine Air Wing (3d
      MAW), and the First Force Service Support Group (Ist FSSG). In general, interviews
      were developed using a free flow technique guided by an outline and basic questions to
      prompt thoughts in the key assessment areas. Interviews were conducted with NBC
      Specialists from ove- fifty percent of the battalions and higher level headquarters
      elements under Marine Corps Forces, Central Command (N4ARCENT). Around eighty'
      percent of the estimated total number of Primary MOS, 5702, NBC Defciise Officcrs in
      SWA were interviewed. This equated to approximately thirty percent of the Primary
      MOS, 5702, NBC Defense Officers in the Marine Corps. A total of seventy three
      cassette rapes containing the interviews were cataloged into the Marine Corps Lessons
      Learned System (MCLLS), a listing is presented in Appendix A.

             (U) Surveys were conducted at units in conjunction with interview of unit NBC
      defense specialists. The goal of the NBC defense survey was to provide visibility and
      insight on NBC defense assessment areas down to the lowest possible level in a given
      urdc, the individual Marine.

             (U) The three page, NBC survey questionnaire, Appendix E-2, was developed in
      SWA, drawing from previously validated Marine Corps survey forrnats. Questions were
      developed by a group of NBC Non-comn-dssioned Officers (NCO's) and selected to focus
      on the areas of training, doctrine, intelligence, individual NBC equipment, operational
      readiness, and major lessons learned.
