                                             BIOGRAPHY

                                    Captain Thomas F. Manley, USMC

               Capi Thomas F. Manley, a combat engineer and acquisition specialist, has an
         extensive background in matters pertaining to Nuclear, Biological and Clien-dcal (NBC)
         defense.

               Capt Manley received a BS degree in Chen-Listry from Virginia Military institute in
         May 1979. He graduated from the Naval Postgraduate School with a masters degree
         in engineering science from the Weapon System Engineering Program. He is a graduate
         of the NBC Staff and Officers Course, Camp Geiger, NC and the NBC Officer Course at
         Ft McClellan, AL (1981). In addition to his regular duties as a combat engineer, he
         has served as the additional duty NBC officer for 8th Engineer Support Battalion, Wing
         Engineer Squadron 17, and 3rd Combat Engineer Battalion.

               In 1987, Capi Mardey was assigned to MCDEC, Quancico VA as the
         Developmental Project Officer (DPO) for chemical agent detection and
         smoke/obscuration. Upon reorganization of MCDEC to MCFLDAC and MCCDC, Capt
         Manley was reassigned as the Marine Corps Nuclear, Biological, and Chemical
         Technology Project Officer at MCR.DAC.                                         I
               in this latest assignment, Capr Manley has worked on NBC input to the MAGTF
         Master Plan and Defense Guidance, served as the Marine Corps representative on NBC
         equipment issues to the Joint Service Requirements Group (JSRG) and Joint Panel for
         Chem/Bio Defense (JLC-JPCBD). Over the past three years, he has managed the Marine
         Corps NBC Technology Development Program ($2.2 MiUion), interfacing directly with
         all service R&D centers conducting NBC technology development and representing the
         Marine Corps at OSD Science and Technology (S&T) reviews.
