                                          NARRATIVE SUMMARY


                                          TASKS AND MISSIONS

              1. MISSION. On eG sip@ember'1990, Marine Air Control Squadron
              '2 (MACS-2), arrived in    The Kingdom of Saudi Arabia and was
              directed to establish a Tactical Air Operations Center (I'AOC) in
              @the vicinity of King Abdul Azit Naval Base (KAANB).         MACS-2 was
              tasked with the mission of providing a Base Defense Zone (BDZ) for
              2KAANB and the port facilityiai'@Jubayl. Additional missions
              included advanced cuin4g.for."th'e HAWK and STINGER missile
              battalions, surveillance for the MARCENT Area of Responsibility
              "(AOR) and traffic management in,and around KAANB and Jubayl
              Airfield.

                   Although BDZ and   traffic,,mhnagement   of airfields is not
              doctrinally a mission@of      the.TAOC. the TAOC performed this mission
              -,i@ntil Marine air traffic   co'n'tr;@ol systems could be established at
              these facilities to assume BDZ-.and airfield traffic management

              'functions. As air inte"dictio .'planning progressed, MACS-2
              @displaced forward to the'    v4.cnity of Ras Al Mishab.     On 29
              December 1990 MACS-2,'with pei-i3o'nnel and equipment augmentation
              from MACS-6 and personnii.1 from' MACS-7, established a primary TAOC
              'eight miles due west of    the Ra's.Al Misliab port, harbor and
              I
              'airfield complex.

                   In addition MACS-2,ostablished an Early Wartting/Control (EW/C)
              .site with the capability to assume the primary function@ of tht-
              TAOC  if called upon, and     cuo'@'H'AWK fire platoons and STIN(;ER
              -missile teams. Utilizing     the'se'sites MACS-2 was able to provide
              all functions of An@iair Waik'@@e, (AAW) in support of USMARCENT atid
              IMEF air and g-ound'offensiv6.loperations. Specifically, the TAOC

              to the GCE,   IMEF airfields, Co;m'and, Control and Communications
              (C3) nodes,   and Combat Service Support TCSS) areas.
                   MACS-2  and other supporting agencies accomplished thi.s by
              activating   an Integrated Air Defense System (IADS) utilizing [IAWR.
              and STINGER missile assets fro'm 2d LAAM Bn. 3d LAAM Bn, 2d I.AAC) Sri
                   (rein)  ,tnd 3d LAAD Bn       (rein) and F/A-18 fiqliter ,tircr,,)ft.
              from Marine Aircraft Group 11      (MAG-11) positioned it ;hgikli Isa
              Airbase, Bahrain. On order, MACS-2 was to transition to offensive.
              operations in support of operations to secure IMEF objectives.
              Additionally MACS-2 supported multiple forward based air
              operations by echelonj.ng an EW/C forward in support of thp GCE.
              Finally, t4ACS-2 prepared to a:i3sume the functions of an Alternate
              Tactical Air Command Citnter:(    ,ATACC)'during echelon operations or
              if TACC or primary TAOC functions were lost or degraded.
