         pressures have +ailed to force the unconditional withdrawal of  Iraqi
         forces from occupied K@wait. Iraqi forces appear determined to
         continue to occupy Kuwait for the foreseeable future.

   Cl)           (1) (S        KUWAIT THEATER OF OPERATIONS (KTO). Iraqi
         Forces  are defending the KTO with 28 Divisions (18 Infantry, 5 Armor,
         4 Mechanized', and I Sp4cial Forces.) The KT(2 defenses are organized
   LO    an a three-tier concep@ with infantry divisions along the FLOT and
         coast, regular army heavy divisions as operational reserves and the
         Republican S@tards Force Corps (RGFC) divisions as strategic reserves.
