                                   PROPOSED SUMMARY OF ACTION

                   For conspicuous gallantry and intrepidity in action while
           serving as Commanding Officer, Company A, 8th Tank Battalion, attached
           to 2d Battalion(Rein),      2d Marines, 6th Marines(-)(Rein), 2d Marine
           Division,    FMF in connection with operations against the enemy during
           OPERATION DESERT STORM in the Emirate of Kuwait from 24 to 27 February
           1991. During this period,         Captain Hussey demonstrated unwaivering
           courage and devotion to duty in the face of great personal risk.
                   On 24 February 1991 (G-Day), Captain Hussey's company was given
           the mission of leading the battalion attack across the Saudi Arabian and
           Kuwait border and continuing forward to clear two breach lanes through
           the Iraqi extensive defense barrier consisting of fortified positions
           and two complex minefields. The success of the mission was vital to
           ensuring the battalion and remaining elements of the division could
           negotiate the obstacle belts and press forward in offensive operations
           against the enemy. In order to execute this mission,               an engineer
           company with breach tanks was attached to Company A under the direction
           of Captain Hussey.
              At 0430 on G-Day, in adverse conditions caused by rain, fog, and
           dense smoke from burning oil wells, Captain Hussey led his company
           across the border and approached the first of two complex enemy obstacle
           belts. Almost immediately, his company was engaged by enemy small arms,
           machinegun and mortar fire. Captain Hussey directed suppressive fires
           on the enemy and moved his engineer assets forward to clear two lanes,
           Blue 3 and Blue 4, across an enemy minefield in the first obstacle belt.
           Positioning himself well forward to direct the breaching operation at
           the minefield, he was able to quickly react and guide additional assets
           forward to complete the breach in lane Blue 3 when the first two
           vehicles were damaged by mine blasts.
              After the lanes were cleared in the first obstacle belt, Captain
           Hussey   rapidly guided his company forward through the breaches.
           Enroute    to the second obstacle         belt,    his company tripped two
           anti-personnel minefields,       which they moved through quickly. Upon
           reaching the last minefield, his company immediately began receiving
           enemy small arms, machinegun, mortar, and anti-tank rocket fire from
           enemy trenches and bunker complexes. Without regard for his own safety
           and fully exposed to these fires, Captain Hussey skillfully directed
           suppressive fire from his tanks and fire support assets on the enemy
           positions,    effectively providing cover for his breaching assets. As a
           direct result of Captain Hussey's aggressive actions,            the breaching
           vehicles rapidly cleared lanes across the minefield in the second
           obstacle belt. Once the lanes were cleared, and in the midst of enemy
           artillery,    mortar, and small arms fire,         he continued to press his
           company forward in the attack. Throughout this movement he continued to
           move about the battlefield to direct and inspire his men.
              As his company emerged from the second belt, they encountered a
           series of occupied enemy trenchlines and fortified positions supported
           by   numerous enemy tanks and armored personnel carriers. Without
           hesitation, Captain Hussey led the attack against these Positions using
           his tank main gun and fire support assets. During trench clearing
           operations, while receiving small arms fire, without regard for his own
           safety he dismounted his tank and controlled the capture and processing
           of over se enemy soldiers. The speed and aggressiveness of this attack
           completely overwhelmed the enemy, preventing them from establishing a
           secondary defensive line,        and allowed for the continued flow of
           follow-on forces through the obstacle belts. Under Captain Hussey
