                                     PROPOSED CITATION


               The President of the United States takes pleasure in
          presenting the SILVER STAR MEDAL to

                              CAPTAIN FREDRICK R. GRIGGS III


                                UNITED STATES MARINE CORPS


          for services set forth in the following
          CITATION:


                *For   conspicuous    gallantry and    intrepidity    in action
          during OPERATION DESERT STORM while serving as the Commanding
          Officer, Company C, lot Battalion (Rain), 6th Marines, 2d Marine
          Division,    FMF in combat operations against enemy forces in the
          Emirate of Kuwait from 24-27 February 1991.         Under almost total
          darkness and heavy rainfall, Captain Griggs led his mechanized
          company into the assault through two intricate obstacle belts.
          Dangerously exposed to enemy direct and indirect fire and chemical
          agents, he positioned himself well forward to direct the breach of
          both minefields. As the first unit through the second minefield
          and despite finding both flanks open, he skillfully maneuvered his
          company to attack a numerically superior force, destroying six
          fortified company positions reinforced with tanks. His unit's
          ferocity and rapid movement kept the enemy off balance and unable
          to establish an organized defense. Continuing the attack the next
          day Captain Griggs found his unit's visibility restricted to less
          than 3ee meters. Moving his command vehicle forward, well within
          enemy tank direct fire range,        he personally directed numerous
          engagements with devastating effects on enemy forces. Captain
          Griggs' ability to seize the initiative enabled his company to
          capture over 80e enemy prisoners of war and destroy in excess of 30
          enemy tanks and armored personnel carriers. By his daring actions
          and loyal devotion to duty in the face of great personal risk,
          Captain Griggs upheld the highest traditions of the United States
          Naval Service.'
