:b. (U) Environmental Sanitation, This can be defined as
group h@gione. It is concerned with the production of safe
community water supplies, housing hygiene, animal and insect
control, and the prevention.and control of nuisances which are
a%ctual or potentially dangerous to public welfare.
(U) Commanders must be aware of local sources of
water iand-be prepared to locate new sources since those'being
utilized by the local populace may be inadequate, unsafe or
sabotaged.,. The quantity of potable water required by the
landing force will depend upon the combat situation. Unit
commanders should be prepared to ration quantities if necessary.
(2i (u) Proper disposal of human and other waste is
necessary to protest public and private water supplies, prevent
soil pollution, protect -foods, reduce the breeding of disease
carrying insects and to'prevent hazards to.animal and marine
life. Disposal systems may exist in the area-of operations but
may be inoperative due to damage or sabotage. Unit commanders
should be prepared to employ available engineer or medical
.personnel-in the event that civilian capabilities do not exist.
-(3) (U) Milk and food contamination may cause serious
disease,'either sporadically and in epidemic form. Milk and
certain food products are highly susceptible to bacterial
contamination it.not produced, distributed and stored in a
sanitary manner. Locally provided food products should be
d prior to consumption. Measures should be taken to
ensure cleanliness among workers, sanitary conditions in
storage areas, and sanitary methods of distribution.
(4) (U) Rodents are carriers of numerous diseases and
can destroy food, supplies, and property. An eradication
campaign should include 'rat-proofing of buildings, elimination
of breeding and nesting places, elimination of.their food
supplies and extermination by poisoning, trapping, fumigation,
and other means. Rodenticides should be used with caution
since they are toxic to humans and other animals..
C. (U) Medical Care and Hospitalization for Civilians
(1) (U) The actual numbers of civilians wounded,
'injured and sick requiring medical care depends upon the
severity of the military action occurring in the area of
operation. An assessment should be conducted to determine
the extent of civilian casualties. Military medical units may
be authorized to give emergency treatment to civilians or to
evacuate seriously wounded or critically injured civilians.
