                                   Narrative Summary

                            Command, Operations and Training


             During the first month of Calender Year 1991, the 2d Assault
         Amphibian Battalion operated in support of 2d Marine Division. Th   is
         period began with the completion of troop movements from Camp Lejeune
         to Saudi Arabia. Upon arrival, operations and training immediately
         commenced at a fast pace.
             A delay involving the Follow on Echelon (FOE) of equipment caused
         serious training and operational problems. This delay seriously
         degraded the battalion's capabilities both in the short and long
         term. The short term effect was insufficient quantities of equipment
         to support desert training and the on hand equipment received
         premature and excessive wear and tear. Additionally, when the FOE
         began to arrive, operational commitments prevented full preparation
         of the equipment. Camouflage green equipment arrived and was put
         into service without the benefit of Desert Camouflage. The long term
         effect of the delay of the FOE, was a disparity in training. Two
         companies had equipment with which to train. Two others waited
         several weeks for equipment to arrive and could not train as
         extensively.
             An intensive NBC Defense training package concentrated on
         training individual Marines. Each Marine was trained in an enhanced
         version of Individual Survival Measures (ISM) and in decontamination
         techniques for personnel and equipment. Sustainment in MOPP gear and
         first aid measures in a chemical environment were particularly
         stressed. In addition, company decon teams received refresher
         training in PDS/EDS techniques. Company level decon assets were
 Marines in the battalion were brought up
         to the standards required for forces operating in a NBC environment.

                              Personnel and Administration


         Battalion Deployment to SWA and the subsequent passing of operational
         control of four AAV companies and the General Engineer Support Unit
         to the manuever Regiments resulted in the following:

         1. Pay rosters and LES's are delinquent, resulting in potential
         morale problems. Pay information for January 1, 1991 is still
         unavailable. Discrepancies, allotments and pay status questions that
         individuals are concerned with are still unanswered.
