                             PERSONAL EFFECTS PROCEDURES

         2001. General. This chapter contains instructions !or the
         administration of personal effects (PE) when members of the MEE are
         disembarked for an extended period, deceased, missing, or
         hospitalized. Reference (a) and paragraph 3007 of reference (b) are
         the primary sources of guidance. Reference (c) contains specific
         guidance for Operation Desert Storm and is incorporated herein. An
         important note; any self inventory conducted prior to a member
         Interning a statu outlined in this'chapter cannot be used to satisfy
         the commands obligation to conduct a formal inventory as described
         herein.

         2002. Disembarked. In the event of an operation in which members
         will not be onboard ship for an extended period, the members' PE must
         be properly secured. Per reference (d), the commander of troops
         (COT) on each ship is responsible for the following:

         1. Ensuring that each member packs his PE in a seabag, val-pack, or
         any other suitable container and clearly marks it with his rank,
         name, SSN, and unit.

         2. Collecting and securing the PE in a secure, lockable stowage
         space. If common storage spaces are used, the effects should be
         segregated by unit to the maxinum extent possible.

         3. Maintaining a logbook to record the receipt of effects, by
         container, and the disposition (i.e., signature of the member upon
         return and acceptance of PE).

         2003. Inventory Board

         1. Due to 'the dispersion of units/detachments between ships, It is
 to
         inventory the PE of members of their own command. Accordin8lY. each
         COT will establish an inventory board to inventory FE of members that
         do not return to the ship, e.g., units are chopped to COMUSMARCENT,
         members killed in action, missing, or evacuated out of theater. Per
         paragraph 0901 of reference (a)-, the inventory board must include one
         or more officers and SUCOs to inventory the personal effects. Only
         officers may conduct the inventory of the PE for officer personnel.
         The board should be composed of personnel who will be remaining
