After the Army Chief of StaffÕs  visit on December 12, 1990 to the 
southern area of operations in the presence of Assistant Army 
Chief of Staff  for the operations to attend the testing of Tareq 
project and meet with some commanders, and upon reviewing all the 
instructions that were issued since August 2, 1990 until now and 
the measures that were taken to improve defense conditions in the 
area, the following instructions were given:
1.	Confirm the instructions that were issued in the Top Secret 
and Confidential letter number 6870 dated December 6, 1990. 
This letter was mentioned in the above battalionÕs letter 
number 6060 dated December 10, 1990. This was mentioned in 
our Top Secret and Confidential letter number 66 dated 
December 18, 1990 that pertain to all the measures that need 
to be carried out and followed by commanders to reach an 
appropriate formula to face the American enemy and its 
allies.
2.	From now on, commands are to give suggestions about using 
Tareq project in light of the test that was conducted on 
August 12, 1990 and link the positive aspects of the projects 
with all other measures that pertain to the defense within 
the concerned sectors.
3.	There was no decision on forming shield troops in the defense 
site. These troops are required to force the enemy  to fight 
and resist in the site while keeping in mind the nature of 
the elements of these troops.
4.	Multiply barrier systems in the vital elements in the defense 
site. This covers the borders that separate the dangerous 
threatening directions / the roads that lead to the defense 
site.
5.	Training officers and fighters on minor mobilization is 
considered essential to increase their competence in 
directing the battle.
6.	Confirm spreading equality among fighters and teach your 
participants to stay away from prediction.

1.	Those who are convicted of crimes that require execution 
except the crime of deserting or failing to attend the 
military service or fleeing the country during the service as 
stated by the President (God bless him).
2.	Those who committed previous crimes but were granted pardons 
then committed another crime.
3.	Those who are convicted because of their political 
affiliation.
4.	Those who are convicted because of their affiliation to 
foreign backed movements.

Pursuant to the provisions of Paragraph A of  Article 42 of the 
Constitution, the Revolutionary Command Council issued the 
following decree:
First:	1.	A general amnesty is granted to Iraqi prisoners and 
they are freed immediately.
	2.	Are excluded from the provisions of the above paragraph 
A, those who committed the following offenses:
		a. Espionage
		b. Drugs
		c. Premeditated murder
		d. Theft
		e. Homosexuality
		f. Adultery [rape]
		g. Embezzlement
	3.	The amnesty does not include:
		a. Those who are or were on death row
		b. Those who committed previous crimes
		c. Those who are convicted of conspiracy against the 
regime.
Second:	All legal proceedings totally end for all offenses 
except for those mentioned in numbers 2 and 3 of First 
whether their cases were under investigation or 
conviction. Those who are arrested shall be released.

Third:		This decree shall be published in the official 
paper. It shall be carried out by the concerned 
parties.

1.	Battalion Commanders must hold seminars for all officers and 
personnel to confirm the following:
	A. Increase fighting capabilities and lift morals.
	B. Absences and their disadvantages.
	C. Infiltration aspect and effects.
2.	Personnel must take care of administrative affairs such as 
food, water, and machines.
3.	Repair vehicles as soon as possible.
4.	Check communication equipment and provide us with a report on 
shortages and failures.
5.	Notify management officers to:
	A. 	Receive technical supplies.
	B. 	Receive old supplies such as tents and weapons, and 
secondary supplies that were approved.

1.	Description of the Ground:	The ground should be flat in 
general to allow vehicles and 
infantry to move during all 
seasons.

2.	Water Sources:		They are rare and rely on wells. The most 
important well is one that is close to 
Nisab and Al-Hamra. The remaining wells 
do not work.

3.	The roads that lead to Al-Sulman: A paved road links Al-
Sulman to the Saudi borders. There is also another unpaved road 
that links Al-Sulman to Nisab control post. Although unpaved, it 
is good for vehicles.
There is a paved road to the left of the main road. The right is 
unpaved and is parallel to the borders control posts.

In reference to Secret and Confidential letter number 5568 dated 
November 22, 1990 that was referred to us in Secret and 
Confidential letter number 72 dated November 25, 1990, below are 
the instructions:
1-	Distribute food including tea and sugar to platoons and 
sections every three days not every fifteen days and keep 
distributing meals under the supervision of commanders.
2-	Holes of ammunition and personnel shelters must be in the 
opposite direction from the enemy and within the defensive 
location. Resting shelters must be close to firing sites.
3-	Protect explosive in minefields and conduct exercises on the 
withdrawal of the supporting sectors. Also coordinate 
entering and exiting those with a great control.
4-	Use sewing fabrics and linens in the camouflage net that are 
currently available to hide weapons, vehicles, and equipment.
5-	Request from all divisions and formations to watch the sites 
of the 109th Infantry so that the sites would be at the same 
level.
6-	Start sessions of anti-tank weapons within the site. Let 
officers and personnel concentrate on reinforcing by aiming 
at places out of the site. Teach new personnel to train on 
their personal weapons.
7-	It is necessary to conduct meetings with the personnel that 
came back from a leave and prisoners to provide guidance and 
prevent their absence through continuous supervision of their 
problems.

3.	Ammunition were left without shelters
4.	82mm mortar sites were not completed according to the right 
measurements.
5.	Various types of ammunition shelters were not completed and 
they were spread out.
6.	82mm mortar range tag is not available.
7.	Anti-aircraft machine gun ammunition shelters were not 
completed.
8.	No obligations were issued for anti-aircraft machine guns.
9.	Personnel rest shelters were not completed.
10.	No attention to training. Official manuals are not used or 
carried during training.
11.	More than four cars were out of order without any repairs at 
the BrigadeÕs repair detachment.
12.	PersonnelÕs hair was not shaved properly.
13.	Ranks were not attached by everybody.
14.	A lot of trash in the companiesÕ sector.
15.	Personnel and officers did not come out on time.
16.	Personal weapons were not maintained.
The Commander of the Brigade ordered reprimanding the below named 
personnel of the Headquarters Company and the BrigadeÕs Support 
with the following:
a.	Platoon Saddam Hashem Lazem	five days of jail for neglect 
while on duty
b.	Platoon Hassan Ismael Khalil		10 days of jail for 
sleeping while on duty
The personnel of the BrigadeÕs Repair Detachment should be denied 
any leaves until repair is made on all vehicles that pertain to 
our brigadeÕs headquarters and units.
We hope to avoid the above negative points within three days. 
Failure to do so will result in severe punishment for the

1-	Carry out the instructions that were issued by the President 
(God bless him) during the meeting of the general Command of 
the Armed Forces in November 18, 1990.
	A.	We can refer to our previous experience during Al-
Qadissiya in all matters that are currently in our way.
	B.	We should take into consideration their calculations and 
surprise them with others so that they can recount in 
light of out surprise in unconventional manners.
	C.	Whenever our enemies realize that we have conventional 
calculations like the ones we used with Iran, they can 
guarantee a victory.
	D.	Not to give an identity to the location so it cannot be 
detected from the borders.
	E.	We go to the locations that force us to save.
	F.	High energy and quick effort to establish the new 
location to gain momentum.
2-	To carry out the instructions that were given by the 
President (God bless him), the following measures are taken:
	A.	The 27th Infantry Division of our corps occupies a 
defense site in the valley (the borders with the 4th 
Corps). It has a complete control over the valley, 
guarantees sufficient work at the site, and has a tank 
battalion with the division.
	B.	Decrease the fronts of the 35th Infantry Division and 
the 31st Infantry Division with the entry of the 27th 
Infantry Division to the site. It is necessary to give 
the responsibility of controlling the strategic pipeline 
to the infantry brigade to reinforce the control over 
the line.
	C.	Quickly complete the new defense measures of the 26th 
and the 48th divisions.
3-	General
	A.	Each commander gets ready to receive the new tasks 
according to the situations during the battle.
	B.	Analyze the enemy and discuss the activities that he is 
expected to carry out and how to face them with 
determination. 
	C.	When an attack occurs, the enemy will launch intensified 
air attacks on our troops to destroy our equipment. In 
order to prevent that, A sufficient protection should be 
provided to fighters

 		through new reinforcements to shelters, trenches, and 
weapon storage, and hiding weapons during air raids 
except for air defense weapons.
	D.	Conduct serious regular tests on the targets that are 
prepared for destruction and not to underestimate this 
aspect because it is very important.
	E.	Mobilize anti-tank weapons to destroy the attacker.
	F.	Be cautious when thinking of launching a counter attack 
with armored troops to prevent the enemy from pulling 
our troops into designated fighting areas.
	G.	Reserve troops of our corps conduct the reconnaissance 
of other corpsÕ troops since it is possible to use them 
outside their troops when the situation requires.
	H.	New officers who did not enroll in special sessions of 
anti-tank weapons by starting short sessions at the same 
unit and formation.
	I.	To prevent the enemy from uncovering the location of the 
attack troops through visual observation of tanks and 
carriers during exercises, all corps must provide 
innovative methods to be attached to the end of the tank 
/ carrier to erase traces.

	A.	All hosts must be organized according to the

Constitution, the Revolutionary Command Council ruled to issue the 
following Law number 61 of 1989.
To amend the regulations of the military proceedings of Law number 
44 of 1841, amended Article 1. 
To amend Article 107 of  the regulations of the military 
proceedings, amended number 44 of 1941. The stipulation is as 
follows:
Article 107:
Compensation judgement is carried out by deducting a quarter of 
the monthly salary as long as the convict is still in service. If

mentioned in your above letter. Please review.

Upon taking a field trip to your unit, we noticed that most 
locations and shelters were not organized and work was not carried 
out according to the field defense manual that pertain to digging 
locations and preparing shelters. Locations were randomly dug 
without measurements. Therefore, all units are required to 
reconsider organizing trenches and weaponsÕ facilities, especially 
the following weapons according to the above manual:
1-	Anti-aircraft machines gun facility.
2-	60 and 82mm mortar facility.
3-	SoldiersÕ locations and trenches.
4-	Observation posts.
5-	Command cells for unit commanders
6-	Resting shelters for soldiers
7-	Light and medium machine gun facilities.
8-	Anti-tank weapons facilities.
