In response to reference (a), the following is provided: a. Yes, Umm Qasser and Umm Qasr refer to the same location. b. We cannot confirm or refute the presence of chemical weapons at Umm Qasr, or any other location for that matter. We can state with some degree of authority that chemical weapons may be stored throughout Iraq [ (b)(1) sec 1.3(a)(4) ]. There is no evidence, however, which confirms chemical weapons storage at any of these facilities. During the war with Iran, chemical weapons were not stored, but rather were transferred directly from the Samarra production facility to the front lines. c. [ b.2. ] was the first report of chemical weapons being stored at Umm Qasr. Moreover, it is second hand information which various forward commands have reported as reliable. While not discounting [ b.2. ], based on available information, we cannot concur with the assessment that chemical weapons are stored at Umm Qasr at this time. Until more reliable information surfaces about this facility, target planning based on the presence of chemical weapons alone is inadvisable. 2. [ (b)(6) ]
