PURPOSE: To provide the J-4 background information on the chemical and biological warfare (CBW) threat to Saudi Arabia and Saudi civil defense. 2. POINTS OF MAJOR INTEREST: a. DIA assesses that all Saudi Arabian military-related logistical facilities (ports, airports, fuel depots, troop concentration areas) as well as civilian facilities are vulnerable to Iraqi use of chemical weapons. Iraq has the capability to deliver chemical agents against virtually any Saudi facility it chooses to target. Chemical agents can be used on aerial bombs, with based artillery or rockets against short-range targets, or possibly on short-range ballistic missiles against more distant targets. We assess that Iraq has chemical warheads for SCUD missiles, but the Iraqi ability to accurately and effectively use a SCUD to saturate a target with agent is questionable to poor missile accuracy, no known operational testing and limited warhead availability.
