[ (b)(6) ]

There is no confirmed evidence that the Iraqis have
prepositioned any chemical munitions. There are 17 identified
possible refrigerated [ (b)(1) sec 1.3(a)(4) ]storage
bunkers that could be used for chemical munitions storage. In
addition over 20 [ (b)(1) sec 1.3(a)(4) ] chemical warfare
storage [ (b)(1) sec 1.3(a)(4) ] bunkers have been
identified. However, there is no evidence that there are actually
chemical munitions stored at these bunkers. During the Iran-Iraq
War, the Iraqis did not preposition chemical munitions, but
shipped them directly from the production facility to the
operational unit. This was due to the extreme instability and
short shelf-life of Iraqi unitary agents. If the Iraqis have
developed stable
binary agents [and the Iraqis have a binary agent development
program], there would be a certain logic to prepositioning the
binary munitions. Nonetheless, there is neither firm evidence for
Iraqi mass production of binary agents nor firm evidence for
prepositioning of binary agents.

GROUND FORCES

The Iraqis are capable of firing chemical weapons from
a number of systems. The FROG rocket system and SCUD B, Al
Husayn, and Al Abbas surface-to-surface missiles are all capable
of firing chemical munitions. The Iraqis also possess artillery
systems capable of firing chemical munitions. By far the most
numerous system is the 130mm M46 field gun with over 1,000 in the
Iraqi
inventory; this gun and others assigned to artillery battalions
typically are deployed in 18 gun battalions. Other artillery
systems include:
