File: 961031_950727_60003_91.txtTerrorist Operations Filename:60003.91 [ (b)(1) sec 1.3(a)(4) ] Subject: Terrorist Operations An intelligence service representative in Abu Dhabi learned on 10 January 1991 that the PLO is planning terrorist operations against the Gulf countries and Egypt in the event these countries do not resume aid to the PLO, regardless of the outcome of the Gulf crisis. Elements tasked with carrying out these operations reportedly have already arrived in the target countries. The groups which have infiltrated the target countries are equipped with conventional explosives, mini chemical bombs and bacterial capsules. The objective of these groups is not to attack individuals, but rather to sabotage power stations, reservoirs, water mains, telex and telephone lines, etc., in an effort to cause panic among the civilian population.
