Subject: Living conditions in Baghdad

As of mid June 1991, electricity had been only partially restored 
in Baghdad.  Only those neighborhoods near state agencies and 
institutions had had power restored. Outages were still frequent. 
The supply of drinking water was irregular, and several cases of 
cholera had been reported. There was no telephone or telex service 
to the outside world.
