Iraq was trying to conceal the large number of rockets that it possessed that were capable of carrying nuclear warheads. Iraq was obstructing the U.N. team investigating its nuclear installations, and it was unlikely that the U.N. investigators would succeed in discovering the reactor that was producing enriched weaponsgrade uranium. Iraq still had a large amount of chemical weapons materiel, including 650 tons of poison gas which were not affected by the bombing in the Guf War and were still in storage. Lax safety standards were being used in storing this materiel. [ (b)(1) sec 1.3(a)(4) ]
