2. SUMMARY. THE 51ST SEMI-ANNUAL MEETING OF THE NATO
POLITICAL COMMITTEE WITH DISARMAMENT EXPERTS MET IN BRUSSELS
SEPT 27-28, 1990. MEETING WAS PRECEDED BY HALF-DAY DISCUSSION
ON BIOLOGICAL WEAPONS AND THE UPCOMING REVCON (REPORTED SEPTEL).

3. DISCUSSIONS INCLUDED PREPARATIONS AND PROSPECTS FOR THE
45TH SESSION OF THE UNGA AND THE FIRST COMMITTEE, THE UN
DISARMAMENT COMMISSION, RESULTS OF THE 1990 SUBSTANTIVE
SESSION, AND POSSIBLE TOPICS FOR THE 1991 UNDC WORKING AGENDA.

4. IN THE AREA OF CONFERENCE ON DISARMAMENT SUBSTANTIVE
ISSUES, DISCUSSION FOCUSED ON THE PROSPECTS FOR RESULTS IN THE
CD IN THE POST-COLD WAR ERA, CHEMICAL WEAPONS, NTB, LTBT, AND
PROLIFERATION ISSUES. EXPERTS ALSO DISCUSSED THE RECENT NPT
REVIEW CONFERENCE AND THE UPCOMING LTBT REVCON. GROUP ALSO
REVIEWED STATUS OF VARIOUS UN DISARMAMENT STUDIES. NEXT
MEETING WITH EXPERTS IS SCHEDULED FOR APRIL 10-11, 1991.
MEETING WAS ROUTINE AND PRODUCED NO SURPRISES. END SUMMARY.

PREPARATION FOR THE 45TH UN GENERAL ASSEMBLY
--------------------------------------------
5. RATIONALIZATION OF THE FIRST COMMMITTEE. THE U.S. NOTED
TRADITIONAL UN ALIGNMENTS WERE BREAKING UP, PROVIDING AN
OPPORTUNITY TO MOVE FORWARD ON RATIONALIZATION IN THE FIRST
COMMITTEE. WE DO NOT SEEK TO AVOID DISCUSSION OF RELEVANT
TOPICS BUT REALIZE THAT DISCUSSION OF TRADITIONAL UN TOPICS
AND RESOLUTIONS HAS BECOME A FOREGONE CONCLUSION.

6. THE UK, FRG, AND CANADIAN DELEGATIONS ALSO SPOKE IN FAVOR
OF FIRST COMMITTEE RATIONALIZATION, THE UK SUGGESTING
EVOLUTIONARY PROGRESS. THE UK NOTED THAT THE COMMITTEE IS A
FORUM FOR COUNTRIES NOT NORMALLY PARTICIPATING IN
DISARMAMENT/ARMS CONTROL DISCUSSIONS, AND THUS IT WAS
IMPORTANT TO LET THEM BE HEARD, RATHER THAN LEANING ON THEM
TOO MUCH. INSTEAD, THE WEST SHOULD LOOK TO WHAT IT CAN OFFER
ON RATIONALIZATION. THE FRG SUPPORTED BOTH THE U.S. CRITIQUE
OF THE LACK OF REALITY IN THE FIRST COMMITTEE AND THE BRITISH
EMPHASIS ON CLEANING HOUSE AMONG THE WESTERN CONTINGENT OF
PROPOSALS. IN RESPONSE TO A CANADIAN QUERY, THE US SAID THAT
THIS MEETING WAS PROBABLY NOT THE PLACE TO ENGAGE IN A
DETAILED RESOLUTION-BY-RESOLUTION REVIEW OF WHAT SHOULD BE
RATIONALIZED. THE U.S. NOTED, HOWEVER, THAT IT WAS
CONTRIBUTING TO RATIONALIZATION BY BI-ANNUALIZING THE U.S.
COMPLIANCE RESOLUTION .

7. ALTHOUGH DELEGATIONS SPOKE IN FAVOR OF FIRST COMMITTEE
RATIONALIZATION, MOST DID NOT/NOT VOLUNTEER TO KEEP THEIR OWN
ITEMS OFF THE AGENDA. ECHOING THE SENTIMENTS OF MOST, THE
CANADIANS REMARKED, "WE DON'T WANT OUR OWN OX GORED."

UNGA: WESTERN/NNA/EASTERN INITIATIVES

9. IN RESPONSE TO DANISH CONCERNS THAT UNACCEPTABLE AND
NOW-ORPHANED GDR RESOLUTIONS -- SUCH AS THOSE ON NO-FIRST USE
OR SECURITY CONCEPTS -- WOULD BE PICKED UP BY OTHER COUNTRIES,
FRG REPS SAID THEY WOULD NOT PURSUE THOSE TWO RESOLUTIONS.
THEY INDICATED THAT THEY WOULD, HOWEVER, PICK UP THE GDR
TECHNOLOGY AND VERIFICATION ITEM BECAUSE IT COULD BE USED TO
REPRESENT WESTERN VIEWS ON VERIFICATION. THE FRG WILL NOT
PURSUE REDUCTION OF MILITARY BUDGETS UNTIL NEXT YEAR AND WILL
FOLLOW UP WITH ITS TRADITIONAL RESOLUTION ON CBMS.

10. CANADA CIRCULATED A DRAFT RESOLUTION ON THE
NOW-COMPLETED VERIFICATION STUDY, NOTING THAT IT ATTEMPTED TO
BRIDGE DIFFERENCES BETWEEN THE WEST AND THE NNA. THE FRENCH
SAID THE STUDY VINDICATED THE WESTERN POSITION VERSUS THE
ORIGINAL NNA VIEWS, DEMONSTRATING THAT VERIFICATION IS
EXTREMELY COMPLEX AND THAT THE UN SHOULD HAVE VERY LIMITED
COMPETENCE AND A MARGINAL ROLE IN THE FIELD. REFERRING TO
PREVIOUSLY-EXPRESSED U.S. RESERVATIONS AND SENSITIVITIES ON
THIS SUBJECT, THE U.S. DEL SUPPORTED A STRICTLY PROCEDURAL
TEXT NOTING THE COMPLETION OF THE REPORT.

11. FRANCE DESCRIBED ITS RESOLUTION MARKING THE 10TH
ANNIVERSARY OF THE UN INSTITUTE ON DISARMAMENT RESEARCH,
PRAISED UNIDIR'S RECORD OF BALANCED WORK, AND CALLED FOR A
UNIDIR STUDY OF THE ECONOMIC ASPECTS OF DISARMAMENT. ON THE
MARGINS OF THE MEETING, U.S. REP, DRAWING ON SEPARATE
GUIDANCE, PROVIDED U.S. COMMENTS ON THE DRAFT RESOLUTION,
NOTING PARTICULAR U.S. CONCERNS REGARDING FINANCIAL
IMPLICATIONS. FRANCE ALSO SAID THAT IT WOULD FOLLOW UP WITH
ITS NOW-STANDARD RESOLUTION THIS YEAR ON CSBMS/CFE NEGOTIATIONS.

12. CANADA INDICATED IT WOULD ONCE AGAIN WORK WITH POLAND ON
THE CD/CW NEGOTIATIONS RESOLUTION. IT ALSO SAID THAT IT WOULD
FOLLOW UP ON ITS TRADITIONAL RESOLUTION ON CUT-OFF OF
FISSIONABLE MATERIAL, NOTING THAT THE USSR HAD ASKED TO
CO-SPONSOR THE RESOLUTION LAST YEAR AND WOULD LIKELY DO SO
AGAIN. THE USSR HAD BEEN SUCCESSFULLY FENDED OFF LAST YEAR,
BUT IT MIGHT BE MORE DIFFICULT THIS YEAR. CANADA NOTED THAT
THE "CORE GROUP" OF SPONSORS OF THE AUSTRALIA/NEW ZEALAND
COMPREHENSIVE TEST BAN RESOLUTION PLAN TO CIRCULATE A DRAFT
AMONG SYMPATHETIC DELEGATIONS BEFORE DISTRIBUTING IT TO THE
BARTON GROUP IN NEW YORK, AND THEN TO MEXICO. CANADA SAID THE
MEXICANS HAVE EXPRESSED AN INTEREST IN POSSIBLY MERGING THEIR
OWN NUCLEAR TEST BAN RESOLUTION WITH THAT OF AUSTRALIA AND NEW
ZEALAND. WHILE MEXICO HAD PROMISED FLEXIBILITY, THE CANADIANS
WERE SKEPTICAL AND SAID THEY WOULD NOT RECOMMEND MERGING
DRAFTS WITH MEXICO UNLESS THEY GOT EVERYTHING THEY WANTED.

13. THE U.S. NOTED RUMORS OF POSSIBLE USSR INTEREST IN A

NAVAL ARMS CONTROL/CSBM RESOLUTION, WHICH THE U.S. WOULD HAVE
TO OPPOSE, IN LINE WITH ITS WELL-KNOWN POLICY. THE U.S.
NOTED THAT THE NEW ZEALANDERS ARE WORKING WITH PAKISTAN AND
NEW ZEALAND TO MERGE THEIR TWO RESOLUTIONS ON NEGATIVE
SECURITY ASSURANCES AND EXPRESSED CONCERN THAT A COMBINED TEXT
WOULD CONTAIN THE WORST OF BOTH. THE U.S. SAID EGYPT WAS
EXPECTED TO PRODUCE NOTHING EXCEPT A PROCEDURAL RESOLUTION
WELCOMING THE STUDY ON THE MIDDLE EAST AS A NUCLEAR WEAPON
FREE ZONE. EGYPT HAD INDICATED THAT A SUBSTANTIVE FOLLOW-UP
MIGHT WAIT UNTIL NEXT YEAR. ON THE MUBARAK MDW FREE ZONE
PROPOSAL, U.S. HAD HEARD THAT EGYPT DID NOT PLAN SPECIFIC
FIRST COMMITTEE ACTION.

14. THE U.S. SAID IT HAD SOME IDEAS FOR FOLLOWING UP THE CW
USE RESOLUTION AND WOULD WORK WITH AUSTRALIA. (THE CANADIANS
LATER TOLD U.S. DEL MEMBERS THEY HAD HEARD THAT THE
AUSTRALIANS INTENDED TO BI-ANNUALIZE THE ITEM AND THEREFORE
NOT INTRODUCE IT THIS YEAR. NEVERTHELESS, CANADA WAS WORKING
WITH AUSTRALIA TO INCORPORATE A FEW OF THE IMPORTANT ASPECTS
FROM THE CW USE RESOLUTION INTO ITS TRADITIONAL CD/CW
NEGOTIATIONS RESOLUTION.)

15. DUTCH REPS SAID THE NETHERLANDS WILL INTRODUCE ITS
RESOLUTION (ALONG WITH AUSTRALIA AND AUSTRIA) ON BIOLOGICAL
WEAPONS ALONG THE SAME LINES AS IN PREVIOUS YEARS.

16. DENMARK INFORMED THE COMMITTEE THAT IT WOULD ONCE AGAIN
TABLE ITS RESOLUTION ON CONVENTIONAL DISARMAMENT, WELCOMING
THE CONSENSUS REACHED AT THE UNDC. U.S. NOTED THAT CHINA
WOULD PURSUE ITS RESOLUTION AS WELL. DENMARK ALSO SAID THAT
SWEDEN IS CONTEMPLATING A RESOLUTION TO PROHIBIT ALL NUCLEAR
WEAPONS, INCLUDING CRUISE MISSILES, ABOARD NAVAL VESSELS.

17. THE CHAIRMAN CLOSED THE DISCUSSION OF FIRST COMMITTEE
MATTERS BY NOTING THAT NO ONE SEEMED VERY INTERESTED IN GIVING
UP ANY ITEMS FOR THE SAKE OF RATIONALIZATION.

UN DISARMAMENT COMMISSION (UNDC)
--------------------------------
18. DISCUSSION WAS RELATIVELY BRIEF AND PROGRESS IN
IMPLEMENTING THE REFORM PLAN NOTED. DENMARK EXPRESSED
SATISFACTION WITH THE UNDC AGREEMENT ON THE CONVENTIONAL
DISARMAMENT PRINCIPLES AND GUIDELINES. DENMARK INTENDS TO
KEEP THE SUBJECT ON THE GENERAL UNDC AGENDA AND CALLED ON
PARTNERS TO CONSIDER POSSIBLE FOLLOW-ON INITIATIVES FOR
CONSIDERATION IN THE UNDC AT A LATER DATE.

19. THE FRG PROPOSED THE FOLLOWING GENERAL CRITERIA FOR
SELECTION OF TOPICS TO BE INCLUDED ON THE UNDC "WORKING
AGENDA" (AS OPPOSED TO THE GENERAL AGENDA): SUBJECTS SHOULD
BE RELATED TO CONCRETE SITUATIONS AND ACTUAL POLITICAL
DEVELOPMENTS; TOPICS OF A LARGE AND VAGUE SCOPE SHOULD BE
AVOIDED, AS WELL AS CONTROVERSIAL TOPICS; AND NUCLEAR ISSUES
SHOULD NOT DOMINATE THE AGENDA. U.S. REP AGREED, NOTING THAT
IN THE CONTEXT OF AVOIDING CONTROVERSIAL TOPICS, THE U.S.
WOULD NOT SUPPORT ANY PROPOSALS TO PUT NAVAL ARMS CONTROL ON
THE AGENDA, AND WOULD BE PREPARED TO BLOCK CONSENSUS IF
NECESSARY. U.S. ALSO INDICATED THAT THE WESTERN ITEM ON

IMPROVED BECAUSE OF NORMALIZATION OF EAST-WEST RELATIONS. THE
REALIGNMENT OF THE EAST HAD RESULTED IN MORE COOPERATION AND
LESS CONFRONTATION. [      (b)(1) sec 1.3(a)(3)&(5)    ] 
THE
U.S. SAID THE NNA HAD BEEN HIDING BEHIND EAST-WEST SKIRTS AND
WOULD NOW BE FORCED TO TAKE POSITIONS; FUTURE TOPICS ALSO
MIGHT BE MORE COMPLEX SINCE GROUPS WOULD NOT PLAY AS IMPORTANT
A ROLE IN CONTROLLING/FORMULATING POSITIONS.

CHEMICAL WEAPONS

22. FRANCE OPENED THE DISCUSSION ON CHEMICAL WEAPONS BY
EXPRESSING CONCERN ABOUT LACK OF NEGOTIATING PROGRESS DURING
THE SUMMER SESSION OF THE CD IN GENEVA. ITALY AND THE UK
ARGUED THAT, WHILE THERE HAD BEEN CONSIDERABLE PROGRESS, AT
LEAST ON TECHNICAL ISSUES, THERE WAS ALSO DISAPPOINTMENT OVER
THE DIRECTION TAKEN ON CERTAIN ISSUES (I.E., CHALLENGE
INSPECTION). THE FRENCH DEL THEN MADE A PITCH FOR THEIR
PROPOSED CW MINISTERIAL MEETING IN 1991. CD MEMBERS PRESENT
SUPPORTED THE CONCEPT OF A MINISTERIAL IN PRINCIPLE, PROVIDED
CERTAIN FUNDAMENTAL ISSUES WERE RESOLVED A PRIORI; MOST CD
DELS PRESENT EXPRESSED PREFERENCE FOR A DATE DURING THE FALL
OF 1991.

SEPTEMBER 23, A STAFFER AT THE

EFFECTIVE WAY TO CURB CW PROLIFERATION IS THROUGH A CW
CONVENTION.

25. NTB RECEIVED LITTLE ATTENTION. CHAIR NOTED THAT NTB AHC

HAD BEEN CONVENED WITH A NON-NEGOTIATING MANDATE. U.S.
RESPONDED THAT SUCH A MANDATE WAS SUFFICIENT FOR CURRENT
DISCUSSIONS. CANADA ISSUED A WORD OF CAUTION NOTING THAT A
WORK PROGRAM HAD YET TO BE ADOPTED.

OUTER SPACE

26. CANADA, WHICH HAD CHAIRED OS AHC FOR 1990, INDICATED THAT
ALTHOUGH LITTLE SUBSTANTIAL PROGRESS WAS ACCOMPLISHED, THE
RHETORICAL STANCES WERE QUIETER, EXPERT PRESENTATIONS MORE
NUMEROUS, AND DEBATE MORE ENGAGED. U.S. THANKED CANADIANS FOR
THE SKILLFUL HANDLING OF OS ISSUES WHILE EMPHASIZING THE U.S.
STILL HAD NOT IDENTIFIED ANY TOPIC FOR MULTILATERAL
NEGOTIATIONS.

RADIOLOGICAL WEAPONS. NO DISCUSSION

NEGATIVE SECURITY ASSURANCES. NO DISCUSSION

PROLIFERATION ISSUES

27. CANADA REPORTED IT HAD HOSTED SPRING/FALL MEETING OF
MISSILE TECHNOLOGY CONTROL REGIME (MTCR). PARTICIPANTS
CONCLUDED THERE WAS A POSSIBILITY OF GREATER COOPERATION
BETWEEN EAST AND WEST ON PROLIFERATION BUT NOTED THAT PROBLEMS
WOULD ARISE IN EASTERN COUNTRIES ON THE IMPLEMENTATION OF
PROLIFERATION PROGRAMS AT THE NATIONAL LEVEL. CANADA SAID
ROMANIA WANTED TO JOIN THE AUSTRALIA GROUP (AG) AND
RECOMMENDED THAT GREATER PARTICIPATION SHOULD BE ENCOURAGED;
CANADA ALSO CAUTIONED, HOWEVER, THAT MEMBERSHIP CONSIDERATION
NEEDED TO PROCEED SLOWLY TO ASSESS IF APPLICANTS WERE INDEED
ABLE TO IMPLEMENT THE OBLIGATIONS ASSUMED, EITHER UNDER THE AG
OR THE MTCR. THE U.S. NOTED THAT WHILE WE MIGHT DISCOURAGE
ACTUAL MEMBERSHIP IN SUCH BODIES, WE SHOULD STILL PROMOTE
ADHERENCE TO SUCH REGIMES.

28. UK INDICATED IT WOULD HOLD A MEETING IN LONDON (14
DECEMBER, AFTER THE PARIS AG MEETING) FOR USSR AND OTHER
EASTERN COUNTRIES IN ORDER TO ASSIST THEM IN DRAFTING NATIONAL
PROGRAMS FOR CONTROL OF PROLIFERATION ITEMS OF CONCERN. [

THE NETHERLANDS NOTED THAT AT THE SPRING/FALL
MTCR MEETING IN OTTAWA, SOVIET PARTNERSHIP IN MTCR HAD BEEN
AGREED, AD REF. GERMANY STRESSED THAT USSR MEMBERSHIP SHOULD
BE VIEWED POSITIVELY, AND THAT THE EAST SHOULD BE BROUGHT INTO
AG IF NATIONS WERE CAPABLE OF IMPLEMENTING THE OBLIGATIONS. A
TOUR DE TABLE REVEALED THAT NORWAY AND DENMARK HAVE
APPLICATIONS IN PROGRESS FOR THE MTCR; PORTUGAL AND TURKEY ARE
STILL HOLD-OUTS.

HAD BEEN CONVENED WITH A NON-NEGOTIATING MANDATE. U.S.
NON-PROLIFERATION TREATY REVIEW CONFERENCE

29. DRAWING ON GUIDANCE, U.S. COMMENTED ON REVCON SUCCESS
DESPITE THE LACK OF AGREEMENT ON A FINAL DOCUMENT. MOST AT
REVCON HAD EXPRESSED STRONG SUPPORT FOR THE NPT AND ITS
EXTENSION. THE U.S. ATTRIBUTED MUCH OF THIS SUCCESS TO THE
UNITY AND COOPERATION OF WESTERN GROUP. THE SPANISH REP
AGREED THE CONFERENCE HAD BEEN A SUCCESS BUT EXPRESSED "DEEP
REGRET" THAT CONSENSUS ON A FINAL DOCUMENT HAD NOT BEEN
ACHIEVED. HE BLAMED THIS ON MEXICO, WHOSE DEPUTY FOREIGN
MINISTER, HE NOTED, HAD LED SPANISH REPS TO BELIEVE THAT
MEXICO'S HARD LINE WAS MERELY POSTURING AND THAT MEXICO WOULD
EXERCISE FLEXIBILITY IN THE END. AMBASSADOR MARIN-BOSCH'S
OBSTRUCTIVE PERSONAL ATTITUDE WAS PARTICULARLY TO BLAME. IN
ANY EVENT, SPAIN NOTED, FAILURE TO ACHIEVE A FINAL DOCUMENT
SEEMED TO FIT MEXICO'S STRATEGY, AND THAT OF THE
PARLIMENTARIANS FOR GLOBAL ACTION (PGA). THE PGA ROLE IN THIS
AND IN THE UPCOMING LTBT AMENDMENT CONFERENCE SHOULD NOT BE
DISCOUNTED, CAUTIONED THE SPANIARD, AND WILL PROVIDE FURTHER
AMMUNITION FOR MARIN-BOSCH DURING THE RUN-UP TO THE 1995
EXTENSION CONFERENCE. NEVERTHELESS, SPAIN EMPHASIZED THAT
MEXICO DID NOT REPRESENT THE MAJORITY OF NNA VIEWS --
EXCLUDING IRAN, A CONSISTENT QUESTION-MARK IN THESE MATTERS --
AND THAT MANY "POSITIVE ELEMENTS" HAD BEEN ACHIEVED AT THE
REVCON.

30. THE NETHERLANDS AGREED THAT ALTHOUGH THERE WAS NO FINAL
DOCUMENT, THERE HAD BEEN SUBSTANTIAL DISCUSSIONS AND PROGRESS
AT THE REVCON, SPECIFICALLY IN FOUR AREAS: FULL-SCOPE
SAFEGUARDS, SPECIAL INSPECTIONS, SECURITY ASSURANCES, AND
PEACEFUL COOPERATION.

33. U.S. REP MADE POINTS REFTEL, ECHOED BY UK REP. HAVING
DECIDED THAT THIS EXERCISE WOULD NOT GO AWAY, CANADA HAS BEEN
WORKING ON DAMAGE LIMITATION: THE CONFERENCE COULD PROVIDE A
FORUM FOR LETTING OFF STEAM ON THE CTB QUESTION. CANADA SAID
THE WEST SHOULD COORDINATE ITS APPROACH CLOSELY; THERE WAS NO
VALUE IN POLARIZATION. REFERRING TO THE REQUEST FOR VIEWS ON
VERIFICATION OF A TEST BAN, DENMARK ASKED IF ANY COUNTRY
INTENDED TO RESPOND. U.S. SAID IT HAD NO SUCH INTENTIONS;
NETHERLANDS SAID IT WOULD RESPOND ALONG THE LINES OF ITS
EXPLANATION OF VOTE ON THE LTBT RESOLUTION AT THE L989 UNGA.
THE FRG REP ECHOED CANADIAN PLEAS FOR WESTERN UNITY AND A
CONSTRUCTIVE APPROACH TO THE AMENDMENT CONFERNCE.
