talking about the civilians?

GEN SCHWARZKOPF (US):   Yes.  i~eti;eve we agreed to that.

bTG KHALID (SA):   What about~-the -Kuwaitis that entered Iraq with the
Iraqi army.                 -~

LTG AnNAD (I) =   I have told you whoever entered our land on his own
will can leave it on his free will.   As to the POWs, we will provide
you with names and numbers.

LTG KHALID (SA):   I just want to emphasize the importance of such a
point especially with these talks.

LTG AIlMAD (I):   I repeat that everybody who comes to Iraq has the
freedom to go back.    Any POWs who were captured then they will be sent
back or released and this all will be announced and we have no
problem

GEN SCHWARZKOPF (US):   But everyone who has come to Iraq since the
beginning of this conflict will at least have access to the Red Cross
to determine if they want to return and if they do they will be
returned -

LTG A~AD (I):   This is very clear that the Red Cross will be able to
see whether they want because we said through the Red Cross and we
from our side will announce it and the Red Cross will very well
announce it

GEN SCHWARZKOPF  (US):
on prisoners?

(To Xhalid)  You satisfied with the discussion

GEN SCHWARZKOPF (US):   I think it will probably be necessary once the
Red Cross makes a decision as to exchange points and times,  it will be
necessary for us once more to talk about this subject to make sure
that we are in agreement on how we will handle it

bTG AHMAD (I):   I have nothing else to say   It is very clear   If you
have anymore questions we can talk about them now

GEN SCHWARZ~OPF  (US):  We may have to negotiate the place of the
exchange.   If we do not agree on it inay, it be one o~ those things we
must do.

LTG AHMAD (I):   I am ready to discuss any points

GEN SCHWARZKOPF (US):   Good.  (Pause)  I think we have had a
sufficient agreement on the POW question.   I would like to move on to
another subject.

LTG AHMAD (I) :~  We have agreed on allthe~~points mutually except~your
suggestion for the goodwill, you know, the symbolic number of POWs.
We will give you the answer as soon as we go back.
