                (2) - Binks oiless air compressors (50 pis) are being used with
            vortex air coolers. The compressors do not have sufficient psi.
            to operate the vortex coolers which generally require a minimum
            of 80 psi.
                (3) The was no harborage of trash and flammable wastes or
            rags at the site.
                (4) Operations are llnu'ted to a single day shift which limits
            the number of vehigles being painted.

                (5) Lighting was not of the explosion resistance variety.
                c. Port of DAmmAm, Projected VII Corps Paint Area.

                (1) The site set up, physical structures and equipment, was
            basically the same as that being used at the Port of Jubayl.

                (2) No operations have commenced as of this report.

            6. Discussion.

                a. The Army's failure to perform appropriate medical
            surveillance and prescreening of personnel places the Army at
            increased risk of litigation for any adverse medical
            manifestations the workers may later experience and claim against
            the Army.
                b. Painters at the Port of Jubayl may be placed at risk
            since the quality of air being supplied through air-line
            respirators is unassured.

                c. There is a lack of replacement PPE.

                d. There is a lack of command and control over the Port of
            Jubayl painting operation on the part of the VII Corps; in that,
            vehicles are being sent for painting while still uploaded with
            cargo and equipment. This is resulting in ancillary equipment
            damage due to paint overspray.

            7. Reco=endations.

                a. Suspend painting operations at the Port of Jubayl until
            such time as: proper medical surveillance is initiated, air
            line respirator air quality is assured, and replacement PPE and
            filter devices are obtained.

                b. Permit the US Army Support Group to operate a night shift
            of paint operations at the Port of Danun=.
