                 a. 'Spray Painting operations, Port of Jubail.
                 (1) Electrical lighting equipment used within the vapor
             hazard area is not explosion resistant as required by NFPA 70.
                 (2) Air compressors providing operator air line breathing
             supply are not oħ' the oiless variety nor are there carbon
             monoxide alarms present per NIOSH and OSHA national consensus
             standards. Filters used to remove foreign materials from the
             breathing air did -not appear to have been serviced on any regular
             basis; this was further confirmed by the OIC of the operation,
             2LT Westlake.
                 (3) The tents used as paint booths do not meet NFPA
             standards regarding smooth surfaces and non-accumulation of
             overspray. The tent canvass is completely covered with a thick
             coating of paint overspray on its inner surface making it an
             extremely flammable material.
                 (4) The area in and around the paint mixing and spray pots
             was littered with flammahle debris such as paint and solvent
             soaked canvass, rags, and open paint and solvent containers.
                 (5) Personal interview of the workers indicates that no
             medical surveillance was conducted to establish a medical
             baseline as required by NIOSEF OSHA, and US Army protocols.
                 (6) There was a two man medic team with ambulance on site.
             They reported no incidence of illness or injury at the site.
                 (7) The OIC reports that there is insufficient stockage of
             PPE hoods for painters. Examination of the hoods indicates paint
             spray is reaching the inside of the hoods.   (Hood and vortex
             cooler assembly are: 3M W2862 Vortex Air Cooler; 3M Brand Hard
             Cap Assembly W2860/W3021).
                 (8) Equipment grounding rods are being used for the power
             generators. Equipment/container bonding is not being-practiced
             when paints and solvents are handled.
                 (9) There is no established schedule of PMCS.
                 (10) The hazardous waste site is located adjacent to an
             aqueduct.

                 b. Port of Dammam, US Army Support Group Area.
                 (1) The same 3M PPE is being used as that at the Port of
             Jubayl. It is appropriate for the level of work being performed.
