              After Action Report


                   Recommendation: it is essential to have maintenance con-
              tracts in place wff'i-ch would cover all forms of maintenance as re-
              quired.   it is also critical to have some extra refrigeration as-
              sets, to support the refrigeration requirements while units are
              being repaired.

              i5. Issue: Potable water support for EPW'S.
                   Finding: In order to provide enough water for 70,000 EPW'S,
              a million gallons were needed to be in;placeveach day (FM
              101-10-1.) There were no units in The ter a ailable to pro-
              vide/install a water system, nor were there any units available
              to operate and maintain the system once it was in-place.

                   Discussion: Although water requirements were identified to
              the 2Yn-a--g@, the best that could be managed was the issuance
              of two TWD Systems, a 600 cjph ROPWU, LOS-3K & 4-SOK water bags,
              and a purification system. Based on these assets, a water system
              was designed by members of the Brigade staff and SUPCOM theater
              Water Managers. However, water units could not be spared to in-
              stall, operate, and maintain (IOM) the system. Brigade MP person-
              nel were used in both Camps to IOM the water system, though with
              only partial success. Durin construction of the system, the
              blue prints were changed, wi@hout notifying the Brigade personnel
              installing the system. This caused unnecessar delays and pre-
              vented the system from over functioning at loo@ capacity. Lack
              of trained operators caused substantial down-time, with the rup-
              turing/draining of water bags and the discharge of water lines oc-
              curring frequently.


                   Recommendation:

                       (a) The MTOE be augmented with additional personnel in
              the 76W MOS, along with related equipment.
                       (b) The site selection process for Camp locations
              should consider the availability bf lar(fe Volumes of water assets
              to this Brigade's operation in order to provide for the EPWs in
              accordance with International Aqr*om*nts.

              16. . Issue: Insufficient Class 11 support for EPW'S.
                   Finding: The Theater could not provide the required quanti-
              ties of clais- ri for EPW'S.
