          PETROLEUM DAMAGE DEFICIENCY (REPOL) REPORT

          1. GENERAL. The purpose of the Petroleum    Damage Deficiency
          RepoFt--TR-EPOL) is to provide information on the damage and
          deficiencies affecting bulk petroleum supplies, storage, and
          distribution systems. This report is based on the following
          assumptions.

              a. The REPOL will be used as a basis for determining
          recommendations and decisions for petroleum supply actions
          during the period D to D+60 to D+120 supply actions.

              b. Tanker diversions and cargo changes will be made as a
          result of the REPOL.

              c. During a period of increased tensions or under war
          conditions, more up-to-date but less detailed information and
          status of petroleum products and storage and distribution
          facilities will be required.

              d. Under war conditions, the TUSA G4 may be operating from
          a remote or mobile command and control center and may not have
          access to the large volume of detailed information normally
          available.

              e. Normal procedures are no longer adequate for
          distribution of bulk petroleum requirements and, as a
          consequence, emergency procedures outlined in DOD 4140.25 -Mo
          "Procedures for the Management of Petroleum Products," have
          been implemented.

          4. WHEN SUBMITTED. This report will not normally be submitted

          automatically upon declaration of DEFCON 1. The report will be
          submitted daily as of 240OZ.

          5.  HOW SUBMITTED.

              a.  Classification. Classified according to content.

              b.  Transmission. Teletype message.

              c.  Precedence. Priority.

              d.  MINIMIZE. Imposition of MINIMLZE will not change the
          method o? tr@anam@iss:Lon or precedence of the message.
