11. Issue: Marking of Contaminated Areas.
Discussion: There is a need for easy identification and visual
highlighting of NBC contaminated areas during darkness. The lack of
road networks In the KTO allows vanicles to inadvertently enter a
contaminated area Without realizing it. FOX or other vehicles cannot
carry enough NBC markers to surround a contaminated area with NBC
markers.
Recommendation: Design marking signs with reflective tape. Mount a
chemlight onto the marking flag or stake to provide nighttime
illumination.,
12. Issue: Wartime Fielding of New Equipment.
Discussion: I'D was issued the M17 SANATOR only days before its
deployment from home station. There was a very brief NET visit. ASL
was supplied. After 110 arrived in-country, we were issued the CAM.
There was no NET Visit, no ASL. Most CAM5 had no batteries. About 10
days later we received the -10 manuals. The CAMs would have been of
no use had we needed them. In the CLASS VIII NBC area, CIPRO and CANA
Caused much consternation. No information, other than what was
printed on the pill box or injector, was available. This is a medical
problem, but commanders expected the NBC Staff to be on top of it
since it related to NBC Defense.
Recommendation: Information needs to be sent from material developers
to the field in order that the fielding and distribution of new items
go smoother, especially in wartime or other crisis situation.
13. Issue: NBC information Flow.
Discussion: VII CORPS NBC Section task organized into a novel
organization As can beat be determined, they had NBC sections at CORPS
MAIN, CORPS REAR, CORPS TAC, CORPS TAG (FORWARD), and the CORPS "NBC
SYNERGY CENTER." It Was never clear which element Was expecting what
new Corps NBC Status Report; neither was it ever made clear why Corps
was tracking the maintenance status of individual NBC vehicles. Due
to the large distance and the speed in which they were covered,
communications to any (much less all) of these NBC cells was not
8IWaYS Possible. Additionally, the cells were not willing to take a
Message and Pass It to another cell, nor did the day and night shifts
seen to talk to one another.
Recommendation: Leave mlcro-management to the Chemical Company
Commander. Reduce the overhead, increase information flow within
existing organizations.
