Recommendation: Develop a 12 or 24 hour PS Pill using micro-
encapsulation. Develop a training PB Pill that could be taken at NT'@
or CMTC to get soldiers into the habit OF taking them at regular
Intervals. The Medical and Chemical communities must be more
aggressive in instilling confidence in our soldiers with regard to our
NBC equipment and first aid measures.
9. Issue: Carrier for the M40 Protective Mask.
Discussion: The carrier for the M40 mask has several significant
deficiencies.
a) The -10 manual does not fit into any of the three pouches inside
the carrier. MS paper and the MI waterproofing bag slide out of the
pouch on the top inside of the carrier.
b) NAAK and CANA do not fit in the two side pouches Of the carrier.
(However PB pills do fit in these pouches).
Recommendations:
a) Lengthen the too pouch by from 4.b inches to 6 inches and widen it
by one inch, allowing MS paper, Ml bag and the -10 TM to fit. Provide
a velcro fastener.
b) Increase the length of both side pouches from 6 inches to 7.S
inches, to allow NAAK and CANA injectors to fit.
9. Issue: Capturing FOX NBC Recon Experience.
Discussion: Valuable experience has been gained in the practice (vice
theory) of FOX NBC recon during the past six months in the KTO.
Recommendation: The FOX platoon leaders and platoon sergeants must
pass this practical knowledge on. They reed to be debriefed ASAP at
Fort McClellan and Get this knowledge into FM 3-19 and the recon
classroom. Selected personnel should immediately PCS to Ft McClellan
as instructors to conduct portion5 of NBC recon training. The platoon
leader and platoon sergeant have hands-on NBC recon knowledge.
Chemical Company Commanders, Brigade Chemical Officers or Division
Chemical Officers didn't do NBC recon; they are second best to pass
on the experience.
10. Issue: Disposal of NBC Equipment and Supplies.
Discussion: VII CORPS MESSAGE, 121313Z MAR 91. SUBJECT: HAZARDOUS
AND NON-HAZARDOUS MATERIEL DISPOSAL, only addressed disposal of such
items in Saudi Arabia. No guidance on disposal of hazardous waste in
Kuwait or Iraq was received. In addition, no guidance was received
from initial deployment (Aug 90) through 12 Mar 91. During this
initial period, numerous units throughout ARCENT discarded opened cans
of OS-2, used M256 Kits, broken M2SBAl Kits, and outlet paddles Of MS
Alarms throughout Saudi Arabia without noting locations and reporting
to Corp5. Additionally, residue from demolition-destroyed enemy
vehicles, weapons and ammunition falls into the category of 'HAZARDOUS
WASTE" as defined by this message, as does every vehicle shot with a
DU projectile.
Recommendation: CYA is not the answer. American peacetime
administrative requirement do not make sense in a combat zone.
