On 8 November 1990, Secretmy of Defense Dick Cheney announced to the nation
that the United States was committing more tcoops to the Persian Gulf and Kuwaiti Theater of
Operations, the @0). He identified the lst Infantry Division (Mechanized), Fort Riley, Kansas,
as part of the build up. 'Me next moming official @ notification orders were distributed. Major
Geneml Rhame, Commanding General, Ist ID (Mech), was at Fort Hood, Texas for Phantom
Scimitar E. He informed all Ist ED soldiers present. The @y serious attitude of the exercise
took on a renewed vigor, with all elements pulling the maximum benefit form the g. 2nd
Armored Division (Forward) stationed in the Fe&ral Republic of Germany was alerted that it
would serve as the 1 st Infantry Division's 3rd Brigade.
Force modernization and Aircraft Survivability Equipment (ASE) received a large boosl
Units traded .38 caliber revolvers for the M-9, 9mm @eretta) Semi-Automatic Pistols; received .
HUMMV's to replace M1008 and M1009 (CUCV's and Pickups), and improved ASE suites.
ASE issues included the addition of HIRRS for UH-60's, the addition of APR-39's @ waming
receivers (improved versions), ALQ- 144 jammers, and Lffiwed suppression 3dts for the
UH-l's.
Because post facilities did not have the capacity to paint all of the division's vehicles prior
to rail heading, contracts were let to local paint shops. On 29 November 1990,'Ibanksgiving Day,
4th Brigade vehicles received their new paint schemes from shops in Junction City, Kansas. Tne
transformation from the patterned woodland camouflage to the soed.desert tan took just minutes

years earlier from the Property Disposal Office (PDO) yard, received this treatment. @ salvaged
"piece of junk" played a key role, as the brigade's Tactical Operations Center (TOC) throughout the
tour in the KTO. Preparation for aircraft included the painting and taping of helicopter rotor
blades. The purpose was to extend the operational life of the blades. Composite rotor blades are
particularly susceptible to erosion by the desert environment. 'Me painting and taping worked.
